Title: CONSULTANCY SERVICES FOR THE PREPARATION OF AN INTEGRATED WATER RESOURCES MANAGEMENT PLAN FOR NAMIBE PROVINCE RIVER BASINS.

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds for consulting services for the Preparation of an Integrated Water Resources Management Plan for Namibe Province River Basins.
The objective of the assignment is to develop an Integrated Water Resources Management (IWRM) Plan, which will enable the implementation of efficient, equitable and sustainable solutions for managing and developing Water Resources of Namibe Province River Basins (taking in consideration that each river basin shall be considered as a water management unit, as foreseen by the Regulation of General Use of Water Resources of April 2014). The estimated level of effort for this assignment is 75 staff-months. The assignment is expected to be completed within a period of twenty-two (22) months, and the expected start date of the assignment is January 2027 or earlier.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (âConsultantsâ) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are.
The Consultant shall be a reputable Consultancy firm that:
- Is Fully conversant with World Bank procurement procedures and documentation and FIDIC Conditions of Contract.
- Have at least 10 years of professional experience in Water Resources Management. studies.
- Proven track record of at least three similar assignments successfully completed.
- Experience with similar projects in developing countries.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of World Bankâs âProcurement Regulations for IPF Borrowersâ November 2020 (âProcurement Regulationsâ), setting forth the World Bankâs policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
