BAW 03/2025 Project Management Digital Planning, Construction and Operation

The entire value chain in the construction industry hopes for an innovation boost from digitalization. This is associated with the hope of curbing the problems that have recently occurred in large construction projects through improved information provision to all parties involved in the process. With the staged plan for Digital Planning and Construction (DPBB), the BMV aims to make a significant contribution to solving problems in the area of infrastructure projects. The BAW also intensively supports the WSV as a supervisory authority in the digitalization of its planning and execution processes in the construction sector and in the implementation of digitalization projects. For the management of its building stock, the WSV uses a variety of current, comprehensive, and high-quality data. In addition to object information, which is distributed across many IT systems, project information is particularly required for processes and their control. For this purpose, an information system (so-called Information System Multiproject Management MPM WSV) was developed, which facilitates the management of multiple projects and makes important decision-making bases transparent. It collects, predominantly via interfaces, control-relevant key figures from various WSV IT systems, bundles them, and evaluates them across projects. Since the WSV has not established a leading project information system, master data for individual projects, such as project designation, project number, or project type, are identified via the MPM WSV information system. Digitalization is particularly beneficial when IT systems are interconnected. This avoids redundant data, improves data quality, and makes data usable outside the actual IT systems. Therefore, the overarching goal of digitalization is the development and networking of existing and future information, which is provided in a needs- and user-oriented manner for the planning, construction, and operation phases. To this end, the previous information, communication, and work processes in the context of planning, construction, and operation must also be considered as components of an intended integrated digital overall solution. The basis for the advertised project is the DPBB program introduced by the GDWS, which addresses the relevant digitalization topics. Various measures of this program are already being processed as sub-projects in close cooperation between the GDWS and the BAW. They require comprehensive management and coordination among the parties involved. To enable effective achievement of goals, project management, and project communication, designated, cross-project management is required, which supports project work at both the GDWS and the BAW.
