Het doel van deze opdracht is het contracteren van één opdrachtnemer die integraal verantwoordelijk is voor het beheer en de exploitatie van het doorgangsdepot De Groote Lucht. De opdrachtnemer draagt zorg voor een veilige, doelmatige en vergunning conforme ontvangst, tijdelijke opslag, rijping, administratie en afvoer van grond. Hiermee wordt Delfland volledig ontzorgd in het depotbeheer; Delfland blijft uitsluitend verantwoordelijk voor de aanvoer van de eigen baggerspecie naar het depot.
