Provision of the ICT network for the operation of the Hessian SAPOS reference stations and operation of the SAPOS applications in a cloud

The following is to be provided: the ICT network for the operation of the Hessian SAPOS® reference stations and the operation of the SAPOS® applications in a cloud. To avoid failures of the SAPOS® services, a parallel operation with the current contractor for up to 6 months is absolutely necessary. To ensure this, the existing contract will be extended for the corresponding period. For the operation of the SAPOS® ICT network, all necessary end devices will be provided and configured ready for operation by the contractor. For all questions regarding the offered cloud and its support, close cooperation between the contractors of Lots 1 and 2 is a prerequisite. a) Fail-safe provision and operation of at least 7 virtual servers in a contractor's cloud. The current configurations are: 4 servers with 4vCPUs, 16 GB, Windows STD 2019 1 server with 4vCPUs, 8 GB, Windows STD 2019 1 server with 2vCPUs, 4 GB, Windows STD 2019 1 server with 1vCPU, 1 GB, Standard Ubuntu 24.04 amd64 uefi latest b) Possibility to put a maximum of two additional servers into operation. Server startup should be possible at the push of a button. c) Provision of public IP addresses for each virtual server d) Provision of scalable data storage space e) Operation of a firewall in the cloud f) Backup of servers and data storage g) Redundant operation in two independent cloud data centers in Germany h) Proof of cloud certification according to GDPR i) Proof of cloud certification according to BSI-C5-Type2 certificate, BSI C5:2020 or comparable j) Proof of cloud certification according to SOC1, SOC2 and SOC3 k) Compliance with ISO/IEC 27001, 27017 and 27018 for information security management systems l) Proof of registration as a KRITIS operator with the BSI or comparable m) Scalability of server performance in both directions, strengthening and reduction n) Provision, operation and configuration of communication hardware at the reference and monitoring stations, including maintenance and software/firmware updates o) Assembly of the required hardware in cooperation with the client on-site in the existing 19" racks, as well as connection of the existing power supply p) Connection of the SAPOS® reference stations to the production servers in the cloud q) Proactive operation (7x24h) of currently 13 reference stations r) Connection of the reference stations via DSL 16 Mbit/s (minimum) including LTE backup. For locations where only LTE is available, a backup solution may be omitted. s) FTP push from the reference stations to the servers in the cloud, optionally to servers on the internet t) Free termination of discontinued locations u) Free initial setup of new locations (up to two new locations during the contract period) v) Proactive operation (7x24h) of currently 4 monitoring stations in the ICT network w) Connection of the monitoring stations via DSL / LTE, depending on availability x) Immediate notification of station failure via email to an email address designated by the client y) Provision of an independent WAN for the stations in a non-public area z) Transition from the WAN to the cloud and integration of the servers operated there into the WAN (Cloud Connect) aa) Provision of internet connections for the servers for web-based exchange of satellite data via the Ntrip protocol bb) Provision of internet connection for the operation of the web servers cc) Provision of internet connection for the operation of real-time applications dd) Operation of a load balancer for load distribution of user requests to the two real-time servers ee) Provision of a VPN connection for location-independent remote maintenance of the servers in the cloud with at least 5 authorized users ff) Operation of a DSL connection at the Hessian State Office for Soil Management and Geoinformation (HLBG) for the integration of the monitoring computers there via a VPN gg) Free parallel...
