Procurement of a Learning Management System for the Hessian Tax Administration

A cloud-based Learning Management System (LMS) is to be procured for the Hessian Tax Administration, the use of which should seamlessly follow on from the previous LMS. This solution should provide, among other things, the following functions described in more detail below: The client's rights and roles concept, workflow automation, individual overview for users (Front End Dashboard), content management (training creation and management), analytics and controlling. The LMS will be available for a total of approximately 17,000 employees in the tax department (HMdF, OFD, HCC, LBIH, Rotenburg Training Center, Tax Offices) and will provide, among other things, the following functions: •Management of training events: Registration management, participant management, assignment to different competencies and skills •Content Management: Integrated creation and integration of learning materials; storage and compilation of learning content •Usability: Front End Dashboard; access to Learning on Demand videos; workflow automation •Documentation: Progress display; feedback function; creation of exams and certificates •Analytics: Evaluation of relevant data; reporting and controlling •Rights and roles concept: Setup and administration of different rights and roles as well as management of different employee groups •Other functions: e.g. tenant separation, learning path integration The service includes the time-limited provision of up to approx. 17,000 user licenses for tax administration employees as well as time-limited access to content packages, maintenance, support, and training services. Specific requirements must be placed on the system, e.g. regarding accessibility and data protection. The details can be found in the service description (e.g., sections 3.1.11 and 3.2.1). Various interfaces (section 3.1.5 ff. of the service description) as well as data migration (section 3.1.6 ff. of the service description) are also required. The aforementioned requirements are an exemplary list of the requirements placed on the Learning Management System; the list is not exhaustive. All requirements for the system can be found in the service description (file "Leistungsbeschreibung"). An initial demand of approximately 16,000 users is expected, which may be expanded to approximately 17,000 users. A content package should also exist for this number. In addition, 30 training days are expected for necessary training. For other services (migration, customizing, configuration), a scope of approx. 320 person-hours is estimated.
