Security services at BMUKN (Bonn)

The gate and security service at the BMUKN property includes services in the area of internal security in the reception area Robert-Schuman-Platz 3, the entrance Heinrich-von-Stephan-Straße, the internal and external security of the service building, as well as at conferences and other events according to the needs of the authorities housed in the building. There are a total of approx. 1,200 employees on the property. Visitor traffic varies and is generally dependent on events held in the building. Events with external visitors are held almost daily. In addition, there is regular visitor traffic for the canteen. The basis for the performance of services is the currently valid version of the service instructions for the gate service at BMUKN, including the associated annexes, as well as the underlying contract. The service instructions, including the associated annexes, will be transmitted after the contract award. In addition to the regular standard service, all other security services such as construction site security, personal protection, event security, etc. may be required depending on the need. These are requested in the price list exclusively as individual prices. Performance is based on individual orders or billing based on actual hours worked (proof required) at the respective hourly rate, including collectively binding surcharges. The security personnel must be deployed as follows: Entrance staffing: - Main entrance Robert-Schuman-Platz 3 (On working days (Mon-Fri) from 05:45 – 19:00, two people per shift) - Entrance Tiefhof / Alarm control center Heinrich-von-Stephan-Straße (Monday - Sunday 24 hours / two people per day per shift) In addition, additional personnel or additional services may be required for the main entrance and Tiefhof / Alarm control center areas, as well as for any separate areas (such as construction site security), which will be commissioned separately if needed. For the execution of the service, taking into account the labor law and contractual framework conditions, the shift schedules will be created by the responsible contact person. These shift schedules take into account the required continuity in task fulfillment, as well as the usual operating hours of the building and, in particular, the partial cooperation with the technical or infrastructural external or in-house personnel of the contractor. The monthly shift plan will be communicated to the client one week before the end of the month. Full shifts should preferably be carried out. The client is entitled to check at any time whether the personnel reported in the deployment plan by the contractor matches the personnel actually employed. The contractor must submit a deployment planning concept for personnel absences (e.g., sick leave, vacation, termination of an employee). They must ensure that services are provided even in the event of personnel absences and ensure that the permanent staff is adequately represented. Replacement personnel must be named in writing and will only be granted access to the property if they have been registered in writing by the contractor and have the required security clearance as explained in 5.5.
