The subject of the procurement is the comprehensive management of BF's end-user services, covering the following service packages: • Workstation services (installation, management, and maintenance), including the procurement and support of laptops and accessories (e.g., Windows and Mac support), and workstation and application virtualization. • Mobile device services (installation, management, and maintenance), including the procurement of mobile devices and accessories (e.g., iPhones and Android devices), and tablets (e.g., iOS). • User support via phone, email, and potentially self-service (support languages Finnish and English), including Level 2 support. • An IT supplies webshop according to specifications. • Management and maintenance of cloud services as applicable to the aforementioned services. • On-site support in the Helsinki metropolitan area (support languages Finnish and English/Swedish) (optional). • Other development work separately commissioned by the Client. Devices used in Finland are included in the service model, while abroad, Business Finland will procure the end devices itself, and the supplier will only provide the defined services for these devices. The objective of the end-user services tender is to improve cost-efficiency for end-users by enabling productivity enhancements. This will be achieved by developing functions supported by end-user services and by seeking solutions through the competitive negotiation procedure for effective service delivery, as well as for pricing and end-device procurement models. The negotiation process will particularly focus on identifying the optimal service model for end-device procurement, aiming to find a model that offers the best combination of cost-efficiency and functionality.

Business Finland Oy (myöhemmin "hankintayksikkö/Business Finland/BF") pyytää ehdokkaita lähettämään osallistumishakemuksen 393/27/2022 BF IT Loppukäyttäjäpalvelut hankinnan kilpailulliseen neuvottelumenettelyyn tämän osallistumispyynnön ja sen liitteiden mukaisesti. Hankinnan kohteena on BF:n loppukäyttäjäpalveluiden hoito kokonaispalveluna seuraavien palvelukokonaisuuksien osalta: • Työasemapalvelut (asennus, hallinta ja ylläpito) o Kannettavien tietokoneiden ja lisätarvikkeiden hankinta sekä tuki (esim. Windows- ja Mac-tuki) o Työasema ja sovellusvirtualisointi • Mobiililaitepalvelut (asennus, hallinta ja ylläpito) o Mobiililaitteiden ja lisätarvikkeiden hankinta (esim. iPhone ja Android) o Tabletit (esim. iOS) • Käyttäjätuki puhelimella, sähköpostilla ja mahdollisesti itsepalvelulla (tukikielet suomi ja englanti), mukaan lukien 2. tason tuki • IT tarvikkeiden verkkokauppa määritysten mukaisesti • Pilvipalveluiden hallinta ja ylläpito em. palveluihin kuuluvin soveltuvin osin • Lähituki Pääkaupunkiseutu (tukikielet suomi ja englanti/ruotsi) (optio) • Muut Tilaajan erillistilaamat jatkokehitystyöt Suomessa käytössä olevat laitteet kuuluvat palvelumallin piiriin, kun taas ulkomailla Business Finland vastaa itse päätelaitteiden hankinnasta, näille laitteille toimittaja tarjoaa ainoastaan määritellyt palvelut. Loppukäyttäjäpalvelujen kilpailutuksella pyritään parantamaan loppukäyttäjien kustannustehokkuutta mahdollistamalla tuottavuuden parantaminen. Tämä syntyy kehittämällä loppukäyttäjäpalveluilla tuettavia toimintoja ja hakemalla kilpailullisen neuvottelumenettelyn kautta ratkaisuja palvelujen tulokselliseen toimittamiseen sekä hinnoittelu- ja päätelaitteiden hankintamalleihin. Neuvotteluprosessin keskiössä on etenkin optimaalisen palvelumallin löytäminen päätelaitehankintoja varten. Tavoitteena on tunnistaa sellainen malli, joka tarjoaa parhaan yhdistelmän kustannustehokkuutta ja toiminnallisuutta. Tällä hetkellä on kolme mallia (1. toimittajan palvelulaitteet, 2. erillisrahoitus ja 3. leasing-rahoitus). Neuvottelujen myötä valitaan malli, joka vastaa parhaiten hankintayksikön tarpeita ja taloudellisia tavoitteita sekä millä lopullinen tarjouspyyntö tehdään. Tarkempi hankinnan kuvaus on määritelty liitteenä olevassa hankekuvauksessa ja alustavassa hankinnan kohteen kuvaus luonnoksessa (johon on mahdollista tehdä muutoksia ja sen sisällöstä neuvotellaan neuvotteluissa). Alustavan arvion mukaan sopimus tulee olemaan toistaiseksi voimassa oleva. Hankinnan kohteeseen, sopimuksen kestoon ja laajuuteen voivat kuitenkin vaikuttaa tuleva Business Finlandin ulkomaantoimintojen integrointi ulkoasiainhallintoon (Työ- ja elinkeinoministeriön sekä Ulkoministeriön tiedote 14.06.2024: https://tem.fi/-/team-finland-verkoston-johtaminen-ja-ulkomaantoiminnot-uudistetaan) sekä valtiovarainministeriön ohjaus valtion yhteisten tieto- ja viestintäteknisten palvelujen järjestämisestä.
