Description

In the frame of the Biomass mission, the Biomass Payload Data Ground Segment (PDGS) implements all the functions required for scientific data acquisition, processing, preservation and access to users.The subject of this Intended Invitation to Tender covers the Biomass Core Payload Data Ground Segment Operations Service (B-COPS), which is in charge of the operations, corrective, preventive and evolutive maintenance of the Core PDGS mission specific PDGS functions of Biomass:Payload activities planning: defining the SAR instrument operational scenarios taking into account the mission scientific objectives, satellite and ground segment constraints, and calibration and characterization requestsPayload data downlink planning: planning satellite X-band data dumps and corresponding X-band ground station(s) activitiesSystematic Data Processing: processing systematically the instrument science telemetry raw data up to Level-0, Level-1 and Level-2 End-to-End Monitoring: end-to-end performance monitoring of PDGS behaviour from mission planning to X-Band data acquisition, products generation, archiving up to the data availability to the usersThe above services shall be provided to cover the following Phases:Phase 1: Phase-In and pre-operations. This phase encompasses all the necessary activities to put in place the service and to shadow the ESA PDGS Project during the in-orbit commissioning phase such as to be ready to take over the operations upon successful commissioning phase. This phase is concluded by the Operational Readiness Review (ORR) where the Contractor shall demonstrate its capacity to deliver the full service. Phase 1 has a duration of 1 year starting on July 1, 2023*.Phase 2: Routine service provision encompasses the actual operation, maintenance and evolution of the core PDGS. During the phase 2, the performance of the service will be assessed quarterly through dedicated service reviews. Phase 2 has a duration of 2 years starting on July 1, 2024* with a potential extension to 3 years.* Dates depending from official launch date.
