Service description for object planning of buildings and interiors according to HOAI for service phases 5-9. The Duisburg branch (now Federal Construction branch) of the Bau- und Liegenschaftsbetrieb NRW (BLB NRW) was awarded the planning contract according to RBBau on April 13, 2022, for the preparation of a budget estimate (EW-Bau) for the new construction of an office building. The EW-Bau was submitted by BLB NRW on March 5, 2025, in a verifiable and complete manner. The EW-Bau (LPH 1-4) was prepared by an external object planner. After approval of the EW-Bau, the execution contract will be awarded to BLB NRW and the execution planning will begin. The commissioned services are to be carried out according to HOAI LPH 5 to 9. General description of the construction project: A new office building is to be constructed on the property in Kalkar, on the grounds of the von-Seydlitz-Kaserne Kalkar, to accommodate the additional service post growth of the Center for Air Operations. Two opposing L-shaped building sections form the building's cubature. The inner courtyard created by this building structure will be landscaped. The building will be constructed using reinforced concrete. It has three full stories and is fully basemented. The main use of the building corresponds to the usual usage units of an office building. Office spaces, meeting rooms, training and group rooms, as well as all necessary ancillary and technical rooms required for operation are planned. A special feature is the eavesdropping-protected meeting room on the ground floor, which is planned as a room-within-a-room system. The construction standard and architectural appearance will integrate into the existing concept of the barracks. The EGB40 energy standard for federal new buildings is planned. Photovoltaic elements for electricity generation will be provided on the roof.
