BLB NRW Cologne / University of Music and Dance Cologne - Main Building / Project Management (Project Control and Project Management)

The University of Music and Dance Cologne requires a floor area of approximately 15,000 m2 NUF 1-6 to accommodate approximately 1,175 students and 470 teaching and administrative staff. These space requirements were approved in 2011 by the Ministry of Innovation, Science and Research (MIWF). Currently, 8,500 m2 of usable space are housed in the main building, with the remainder distributed across various locations. The location of the Cologne University of Music and Dance (HfMT) main building in the Kunibertsviertel will therefore be expanded into a modern "campus" by incorporating an adjacent plot of land measuring 7,120 m2 between Dagobertstraße and Thürmchenswall. This measure will secure the long-term presence of the HfMT at this attractive inner-city location and consolidate the music conservatory's currently scattered rentals in Cologne into one central location. The project is divided into two construction phases. The second construction phase includes the renovation and modernization of the listed HfMT main building from 1974. During the construction phase of this second construction phase, the affected uses will be housed in a separate interim building. The interim project is a standalone project and does not form part of the project management scope of services. It is planned to award the project within the framework of a turnkey construction with integrated planning including commissioning (SEP) procedure. To perform the delegable client tasks, BLB NRW is commissioning an external project management office as project manager (project control + project management), which will function as the central organizational unit for the overall project throughout all phases. The project management (PM) will be responsible for the control and coordination of the client-side consultants, including quality control (QK) and comprehensive user and stakeholder management. In addition, the PM is responsible for monitoring the general contractor (SEP contractor) to ensure that the agreed quality, schedule, and cost targets are met. Furthermore, the PM is responsible for the planning and creation of the functional performance specification (FLB). The PM is also responsible for BIM management across all phases of the project, including defining the BIM strategy and goals, as well as controlling and coordinating BIM processes. The project management is obligated to manage the project and all stakeholders, including the BNB coordinator, in such a way that the requirements for the intended Silver certification are successfully met.
