Dieser Vertrag regelt für die in dieser Anlage genannten Justizbehörden die Postabholung, die Postvorbereitung sowie den Transport und die Zustellung von Briefsendungen. Ausgenommen sind förmliche Postzustellungsaufträge. Die sorgfältige und ordnungsgemäße Ausführung von Briefdienstleistungen ist für viele gerichtliche Verfahren von erheblicher Bedeutung.
