Bid Invitation (Construction Work) We will proceed with an open competitive bid as follows.
May 26, Reiwa 8 Authorized Officer for Expenditure Control, Director of General Affairs Division, Kobe Quarantine Station, Noriyoshi Yamada 1. Construction Overview (1) Construction Name: Kobe Quarantine Station Imported Foods and Quarantine Inspection Center BSL3 Laboratory Air Handling Unit Replacement Work (2) Construction Location: 1-1 Toyohama-chō, Hyogo-ku, Kobe City, Hyogo Prefecture (3) Construction Details: The air handling unit in the BSL3 laboratory has been in operation for over 25 years and is aging, so it will be replaced. (4) Construction Period: From the day after the contract is concluded until March 26, Reiwa 9 (Friday) (5) Bid Method: Bids will be for the total amount. When determining the successful bidder, the amount obtained by adding 10% of the amount stated in the bid form to the said amount (if there is a fraction of less than one yen in the said amount, that fraction shall be discarded) will be the successful bid price. Therefore, bidders shall state in their bid form the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax. (6) For this construction work, submission of documents and bidding will be conducted through the electronic procurement system. However, if it is difficult to use the electronic procurement system, paper bidding may be substituted with the approval of the contracting authority. 2. Qualifications Required for Bidders (1) Those who are not subject to the provisions of Article 70 and Article 71 of the Order on Budget, Settlement, and Accounting (Imperial Ordinance No. 165 of 1947).
(2) Those who are rated C or D in the "Pipe Work" category for the Kinki region in the Reiwa 7/8 fiscal year Ministry of Health, Labour and Welfare competitive participation qualifications. (For those who have filed for commencement of reorganization proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 2002), re-certification of general competitive participation qualifications based on procedures separately determined by the Director of the Accounting Division, Minister's Secretariat, Ministry of Health, Labour and Welfare after the decision to commence proceedings.)
(3) Those who have not filed for commencement of reorganization proceedings under the Corporate Reorganization Act or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have received re-certification as mentioned in (2) above).
(4) Since fiscal year 2010, have construction experience as the prime contractor for the following completed and delivered construction projects. (Experience as a member of a joint venture is limited to those with an equity ratio of 20% or more. Construction experience during construction is excluded.) For construction experience exceeding 5 million yen in contract value for projects ordered by the Ministry of Health, Labour and Welfare and other ministries, those with a total evaluation score of less than 65 points on the "Construction Performance Evaluation Table" are excluded. However, this does not apply if a construction performance evaluation has not been conducted.

① Must be a Class 1 Pipe Work Construction Management Engineer or possess equivalent or higher qualifications. "Equivalent or higher qualifications" refers to those certified by the Minister of Land, Infrastructure, Transport and Tourism or the Minister of Construction as having equivalent or higher abilities than a Class 1 Pipe Work Construction Management Engineer.
② Must have experience in completed and delivered construction projects meeting the criteria listed in (4) above since fiscal year 2010. For contract works exceeding 5 million yen ordered by the Ministry of Health, Labour and Welfare and other ministries, those with a total evaluation score of less than 65 points on the "Construction Performance Evaluation Table" are excluded. However, this does not apply if a construction performance evaluation has not been conducted.
③ For the assigned supervising engineer, must possess a supervising engineer's license and completion certificate of supervising engineer training, or equivalent, and have a direct and constant employment relationship.
④ For the assigned chief engineer, must have a direct and constant employment relationship. (6) Not be under a suspension of designation from the Ministry of Health, Labour and Welfare.
(7) There shall be no capital or personnel relationships between bidders. (Excluding cases where all parties with capital or personnel relationships are members other than the representative of the joint venture.)
(8) Must have a head office, branch office, or other business office located within Hyogo Prefecture, Okayama Prefecture, or Osaka Prefecture.
(9) Not be a construction company whose management is substantially controlled by Boryokudan members, or equivalent, and who is subject to a request for exclusion from projects ordered by the Ministry of Health, Labour and Welfare, and this situation continues.
(10) For those to whom the following systems apply, there shall be no arrears in insurance premiums for the two years immediately preceding the bid submission deadline (for insurance years for ① and ②).

(14) Those who have been prosecuted, administratively sanctioned, or administratively guided (limited to those publicly announced by administrative agencies) for violating laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within one year immediately preceding the bid submission deadline, and for whom there is no risk of hindering the fair implementation of this work or undermining public trust in this work.

(3) Matters Regarding Personnel, etc.: ① Contract-related documents submitted by personnel, etc. shall be considered as decisions made by the business operator. ② If false statements or other irregularities are discovered in contract-related documents where the seal is omitted, the contract may be canceled or penalties may be imposed. (4) Invalid Bids: ① Bids submitted by persons who do not meet the competitive participation qualifications stated in this announcement, bid forms submitted by persons who have made false statements in their application forms and documents, and bids submitted by persons who have violated the bid conditions or failed to fulfill the obligations required of bidders shall be deemed invalid. ② If a successful bidder is found to have submitted an invalid bid, the award decision shall be revoked. ③ Even if a person has been confirmed to be qualified to participate in the bid by the authorized officer for expenditure control, any person who does not meet the qualifications listed in 2 at the time of bid opening shall be deemed to be a person who does not meet the competitive participation qualifications.
(5) Method of Determining Successful Bidder: ① The bidder who submits the lowest valid bid within the limit of the estimated price prepared in accordance with Article 79 of the Order on Budget, Settlement, and Accounting shall be the successful bidder. However, this bid project is subject to the low bid price system, and if a bid below the low bid price investigation standard is submitted, a low bid price investigation will be conducted. Furthermore, if it is recognized that the content of the contract cannot be performed in accordance with the contract due to the bid price of the person who should be the successful bidder, or if it is recognized that concluding a contract with that person would disrupt the order of fair trade and is extremely inappropriate, the bidder with the next lowest bid price among other bidders who bid within the limit of the estimated price may be selected as the successful bidder.
② Bidders who submit bids below the investigation standard price shall cooperate with the low bid price investigation. (6) Confirmation of Assigned Supervising Engineer or Chief Engineer: If it is confirmed after the award decision that the assigned supervising engineer or chief engineer is not assigned, or if a violation of the専任制 (exclusive assignment) of the assigned supervising engineer or chief engineer is confirmed through CORINS or other means, the contract may not be concluded. Replacement of the assigned engineer will not be permitted except in cases approved as unavoidable due to various circumstances. However, to participate in the competition, they must obtain the certification of said qualifications and be confirmed as qualified to participate in the competition by the time of bid opening.
