The contracting authority intends to contract with the winning tenderer for the procurement of gas fuel required for buses operated by MÁV Személyszállítási Zrt. for the operation of CNG buses, by providing refueling facilities, within the framework of a framework purchase agreement, up to a total amount of HUF 265,434,570 net. For Part 1, the contracting authority may place orders up to a maximum amount of HUF 265,434,570 net + VAT under the contract to be concluded. However, given the occasional nature of the needs, the contracting authority's procurement needs cannot be precisely determined in advance. In accordance with Section 58 (1) of the Public Procurement Act (Kbt.), the contracting authority may deviate from the contractual total quantity (quantity deviation), and under the contract to be concluded, it only undertakes to place orders for at least 70% of the maximum quantity specified in the contract (i.e., up to HUF 185,804,199 net + VAT). The expected, planned quantity during the contract period is 440,190 kg, which is for information purposes only. The tenderer shall provide the CNG fuel, and the natural gas used in its production must comply with the MSZ 1648:2016 standard, as well as the MSZ EN ISO 15403-1 standard regarding the technical and safety supervision of pressure equipment, filling equipment, low-power compressed gas filling equipment, and the periodic inspection of autogas tanks. The contracting authority draws attention to Section 46 (3) of Government Decree 321/2015 (X.30.). Where reference is made to a product, origin, type, procedure, activity, person, or patent or trademark of a specific make, origin, or type in the call for tenders and procurement documents, the designation is made solely for the purpose of clearly and understandably defining the subject matter, and the phrase "or equivalent" shall be understood to be included. The detailed description of the equivalence requirements is contained in the Technical Specification and the Procurement Documents. The tenderer is responsible for proving equivalence. The filling station may be located within a maximum of 20 km from the storage site of the vehicles specified in the Technical Specification (1116 Budapest, Hunyadi János út 162. (land registry number 43576/2)), thereby minimizing the adherence time of drivers and the risk of overhead costs. When submitting a tender, the tenderer must declare the exact addresses of the fuel stations to be used during the performance of the contract. The winning tenderer shall also be responsible for refueling the vehicles with the fuel to be procured using their own equipment, under the conditions specified in the issued Procurement Documents and Technical Specification. The tenderer must submit the documents and declarations specified in the Procurement Documents and the Technical Specification.
