TECHNICAL SPECIFICATIONS (MINIMUM REQUIREMENTS)
“CONTRACTING OF SPECIALIZED COMPANY FOR ROOF REPLACEMENT OF THE CHOLUTECA DEPARTMENTAL DIRECTORATE PROPERTY”

I. OBJECTIVE OF THE CONTRACT

The Tax Administration Service (SAR) has a national presence in various departments of the country, providing taxpayers with the necessary services to comply with their duties as citizens of Honduras. In the city of Choluteca, the SAR has a building located within the historic center of the city, which holds high historical value for this institution and the country.

In light of the above, and considering that said property currently has problems with its roof system, due to it being an old structure whose useful life has ended, the need arises to contract a specialized company to carry out its replacement. This intervention will ensure adequate and safe spaces for both taxpayers and SAR employees, as well as for the protection of movable assets and documentation stored within the building.

II. GENERAL INFORMATION

1. The process aims to contract a specialized company for the roof replacement of the Choluteca Departmental Directorate property.

2. The work must be executed in accordance with the technical specifications, scope, and conditions established in this document, ensuring the correct execution of the work, quality of materials, safety, and compliance with the established deadlines.
3. The supplier will be responsible for the total supply of materials, preliminary activities and works, transportation, handling, and hiring of all required labor.
4. Construction materials used during the work must be new and of first quality, acquired by the contractor.
5. Acceptance of the work will be subject to verification of compliance with the technical specifications and contractual conditions established by the responsible area designated by the Tax Administration Service.

6. Upon commencement of the work, once the contract is awarded, the contracted company will be responsible for ensuring that employees or subcontractors are previously identified and perform their work with due occupational safety.
7. The awarded company must coordinate work during business hours (from 8:00 am to 4:00 pm, Monday to Friday, and Saturdays until 12:00 pm), with the possibility of overtime work which will be coordinated with the contracting party.
8. The contractor will be responsible for the honesty of its personnel, as well as being liable to the contracting party in case of theft of any SAR equipment during the work, if proven.

Those interested in participating must include in their offer a work schedule, specifying the estimated times for each activity, in order to ensure compliance with the provisions of this Terms of Reference document.
10. The contractor must provide a resident engineer or architect, who will be responsible for supervising the work to be performed at all times.
11. The contractor must carry out all work in the safest manner, both for its personnel and for the neighbors in adjacent buildings, as well as ensuring the well-being of the aforementioned properties. The contractor will be liable for damages to third parties if they occur.
12. All communication between the contracting entity and the contractor must be done by official letter, duly signed by the highest authorities of both parties, who will be responsible for signing the contract.
13. During the execution of the work, the supplier may identify elements or parts that are currently not visible and which, due to their condition or state, require replacement. In such cases, the supplier must promptly notify the Contracting Party and submit the corresponding quotation for the execution of such additional work.
The execution of any work not contemplated in these specifications must have prior evaluation and approval from the Tax Administration Service (SAR) before proceeding with its execution.
