*OFFICIAL USE ONLY Notice of Invitation for Early Market Engagement Webinar Business Opportunities in the Uzbekistan Water Supply and Sewerage Sector Employer: JSC Uzsuvtaminot (UZST) Project name: Bukhara Region Water Supply and Sewerage Project (Phase 1) Project focus: Water supply networks, sewerage and wastewater treatment systems, together with associated design, supervision, and project management services Country: The Republic of Uzbekistan Source of finance: Asian Infrastructure Investment Bank (AIIB) Loan No.: L0314A Date of Event: 26 February, 2026 at 14.00 p.m. The Government of Uzbekistan, through its Implementing Agency โ JSC Uzsuvtaminot (UZST), is currently implementing Bukhara Region Water Supply and Sewerage Project (Phase 1) with financial support from AIIB. The Government of Uzbekistan and AIIB have agreed to restructure the ongoing and planned projects in the sector into a phased investment program. The proposed Uzbekistan Water Supply and Sanitation Program will include the pipeline of projects โ Phase I covering water supply and sewerage investments in Bukhara and Karakalpakstan Regions (tentatively scheduled for approval in 2027) and in Karakalpakstan and Khorezm regions (scheduled for approval in 2028). Current and future investments are expected to focus on water supply networks, sewerage and wastewater treatment systems, together with associated design, supervision, and project management services. This will be delivered through a multi-year program with an indicative contracts value of approximately USD 500 million.
The purpose of the Early Market Engagement (EME) is to attract high-caliber international, regional and national consultants, suppliers and contractors and strengthen delivery outcomes. Specifically, EME includes the following: A. Integrated Consultancy Services: - Development of detailed engineering designs for construction and rehabilitation of water supply and sewerage networks, and wastewater treatment systems under the proposed Uzbekistan Water Supply and Sanitation Program, covering investments in Bukhara and Karakalpakstan regions; - Project management support and construction supervision services for ongoing and future works contracts. The main components of the projects include: *OFFICIAL USE ONLY Ongoing โBukhara Region Water Supply and Sewerage Project (Phase I)โ - Construction and reconstruction of 39 Water distribution unit (WDUs); - Construction and reconstruction of 2,200 km of water supply networks; - Construction of 10 wastewater treatment plants (WWTPs); - Construction and reconstruction of 66 Sewage Pumping Stations (SPS); - Construction and reconstruction of 895 km of sewer networks; - Implementation of an automated supervisory control and data acquisition system (SCADA); Uzbekistan Water Supply and Sanitation Program (Phase 1) Investments in Bukhara region: - Construction and reconstruction of 26 Water distribution units (WDUs); - Reconstruction of 2 pumping stations (on the Damkhodga water pipeline); - Construction and reconstruction of 2,420 km of water supply networks; - Construction of 1 operational and maintenance base; - Implementation of an automated supervisory control and data acquisition system (SCADA); Investments in Karakalpakstan region: - Construction and reconstruction of 14 Water distribution unit (WDUs); - Construction and reconstruction of 1,060 km of water supply networks; - Construction and reconstruction of 6 water intake wells; - Construction of 10 wastewater treatment plants (WWTPs); - Construction and reconstruction of 79 sewage stations (SPS); - Construction and reconstruction of 650 km of sewer networks; 2. Procurement for these packages will be conducted in accordance with the Asian Infrastructure Investment Bankโs Procurement Policy and Directive on Procurement Instructions for Recipients and applicable Standard Procurement Documents using International Open Competitive Tendering process. UZST in support of AIIB, hereby invites private sector contractors/suppliers and consultants to participate in the Early Market Engagement (EME). The main objectives of the EME are to: i) assess market appetite, capacity, capabilities, and emerging trends; ii) brief potential contractors/suppliers/consultants on the bidding and contracting process; iii) collect feedback on evaluation criteria and identify any additional requirements; iv) develop a strategy for structuring and packaging EPC and turnkey contracts; v) test the suitability of integrated, longer-horizon consultancy and support arrangements *OFFICIAL USE ONLY vi) identify the risks, incentives and opportunities and vii) gather insights on consultants, suppliers and contractorsโ experience in implementing similar projects within the water supply and sewerage sector framework.
