Description

L’objet du marché est la prestation de services relatifs au contrôle technique de la conformité des études et des travaux de rénovation de logements publics aux exigences du Fonds Social pour le Climat (FSC), y compris le respect des principes DNSH, la performance énergétique et la décarbonation, ainsi que la sécurité incendie. Le prestataire sera chargé d’une mission de contrôle technique de la conception et de l’exécution, comprenant la vérification théorique et pratique des ouvrages à réaliser, en vue notamment de produire, en fin de mission, une ou plusieurs attestations finales, accompagnées de l’ensemble des preuves documentaires requises, démontrant le respect des objectifs du programme FSC, y compris le respect des principes DNSH, la performance énergétique et la décarbonation, ainsi que la sécurité incendie. Outre le contrôle, le prestataire sera un partenaire actif des autres intervenants dans l’anticipation et la prévention, la recherche et l’élaboration de solutions en réponse à des contraintes particulières du projet ou à des évènements ou aléas nécessitant son adaptation. Cette mission doit permettre aux PAB, en leur qualité de Maître de l’ouvrage de prouver que le projet répond aux objectifs du programme FSC, y compris le respect des principes DNSH, la performance énergétique et la décarbonation, ainsi que la sécurité incendie, en assurant leur contrôle régulier et la gestion documentaire du dossier de preuves.
