Description

Le présent marché porte sur l’accompagnement de la CAIB par un cabinet de conseil dans le cadrage, l’acquisition et le déploiement d’un système d’information Achats (SI Achats) commun aux institutions de son réseau. Il est attribué à un seul adjudicataire. Les prestations sont organisées en trois phases, décrites dans le cahier des charges techniques (CCT) : Phase 1 : Cadrage et cahier des charges : tranche ferme, rémunérée par un prix forfaitaire. Elle s’achève lorsque le cahier des charges de la solution SI Achats a été validé par écrit par toutes les entités décisionnaires, au format cahier des charges techniques et au format SIMAP ; Phase 2 : Appui à la procédure d’acquisition de la solution : option, rémunérée au taux journalier, activable après la clôture de la phase 1 ; Phase 3 : Accompagnement du déploiement : option, rémunérée au taux journalier, activable après la fin de la phase 2. L’adjudicateur ne prend aucun engagement quant à l’activation des options ni quant au volume de jours commandés. Les volumes mentionnés au chapitre 2.9 servent uniquement à la comparaison des offres.
