Below is a summary of the work to be performed: Summary of work: The assignment involves developing a National Employment Policy through a structured and consultative process. It begins with preparing and presenting an inception report that outlines the methodology, work plan, and policy framework for approval, followed by a comprehensive review of national strategies, labour market policies, and legislation. A detailed situational analysis will assess labour market trends, including employment patterns and challenges faced by vulnerable groups, alongside an evaluation of sectoral policies and their job creation potential across key industries. The process includes inclusive stakeholder consultations to ensure broad input, leading to the identification of priority employment issues and opportunities such as youth employment, gender equality, and skills development. Finally, a comprehensive policy will be drafted —covering vision, objectives, strategic priorities, governance, and implementation—validated through stakeholder engagement and refined into a final National Employment Policy document.
