Dear Bidder,
The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
The Expert will provide strategic technical advisory support to MTIC, the National Policy Expert, and the ILO throughout the review and revision of Uganda’s MSME Policy.

The assignment will focus on strengthening the analytical and methodological approach, providing international benchmarking and comparative policy insights, and ensuring integration of global good practices into the policy review process.

The Expert will contribute to an evidence-based MSME diagnostic using available data sources, analyse MSME trends and characteristics, and provide recommendations on key areas including productivity, formalization, decent work, innovation, digitalization, access to finance, skills, and entrepreneurship.
The Expert will provide technical guidance and quality assurance for the Regulatory Impact Assessment (RIA), SME Test application, draft policy documents, implementation arrangements, and monitoring and evaluation frameworks.

The Expert will also participate in face to face and online consultations and workshops, providing technical inputs, facilitating knowledge exchange, and supporting capacity strengthening of MTIC and stakeholders on MSME policy development and RIA methodologies.
