Dear Bidders

The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.

Below is a summary of the work to be performed;

Through its PROSPECTS Programme, the ILO intends to technically support the Kassala State Council of Vocational Training and Apprenticeship in developing a Three- Year Strategic plan which is critical for restoring the state TVET system’s credibility, effectiveness, and contribution to national recovery.

It is aimed at providing a structured roadmap for strengthening governance, improving training quality, enhancing inclusion, aligning with labour-market needs, and contributing to wider recovery and development efforts.

The main objective of this TOR is to recruit an individual consultant to provide technical guidance, facilitate participatory consultations, and develop a comprehensive and feasible three-year strategic plan for Kassala StCVTA.

The National consultants will work closely with the ILO PROSPECTS team and Kassala StCVTA to ensure the objectives if the assignment is achieved.

Specifically, the strategic plan aims to;

• Strengthens institutional governance, capacity, and service delivery.
• Enhances relevance and quality of vocational training and apprenticeships.
• Aligns with national policies, labour-market needs, and international TVET standards.
• Integrates gender, disability inclusion, and opportunities for refugees and host communities.
• Provides a realistic implementation roadmap with clear targets, responsibilities, and resource needs.

Please note that if travel is required for this assignment, the necessary travel cost will be covered by the ILO.
