Dear Bidder,
The International Labour Office. (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed.:
The External Collaborator will develop a position paper on the business environment and economic recovery of Syria’s textile and garment sector under the “Weaving Hope: Upgrading Syria’s Garment Industry and Workforce” project.
The assignment will assess the current business and investment environment, including access to finance, trade, infrastructure, energy, inflation, regulation, labour market functioning and private sector engagement.
It will analyse sanctions-related constraints, over-compliance, financial and trade barriers and evolving compliance requirements affecting recovery, competitiveness, investment and market integration.
The consultant will conduct desk research, consultations, and qualitative analysis, engaging Chambers of Industry, enterprises, workers’ organizations, women-led businesses, government institutions and international organizations.
The work will identify policy opportunities, assess market access requirements and buyer expectations, and examine business risks and challenges.
The analysis will integrate gender equality, inclusion, labour standards, environmental and social compliance, traceability and responsible business conduct.
The consultant will facilitate validation workshops and ensure findings reflect stakeholder perspectives.
The position paper will provide policy and advocacy recommendations to support an enabling environment, responsible business engagement, sustainable recovery and stakeholder dialogue.
Deliverables include an inception report, consultations, a validation workshop and final position paper.
