The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.

The ILO seeks an International Consultant to lead the development of a rapid, design-enabling sector prioritisation and intervention options paper that applies an integrated job–skills–social protection and gender equality, disability, and social inclusion (GEDSI) lens to women’s employment in Viet Nam.
The paper will inform the design of Australia’s future GEDSI portfolio by identifying where DFAT’s future GEDSI support and ILO’s Decent Work Country Programme (DWCP) support could most effectively contribute to decent, inclusive and resilient jobs for women, including women with disabilities, ethnic minority women and other excluded groups.
The International Consultant will lead the overall analytical framework and approach for the assignment, including the development and application of sector prioritisation criteria.
The consultant will be responsible for synthesising evidence on sectoral opportunities, skills requirements and job quality; analysing occupational pathways, labour market transitions, gender dynamics and inclusion barriers; and integrating findings across jobs, skills, employer practices, labour market intermediation and social protection systems.
Working closely with the Government Research Institute, the consultant will lead the preparation of the sector prioritisation and intervention options paper, ensuring that the analysis is coherent, evidence-based, actionable, directly relevant to DFAT’s investment design process, and aligned with DFAT’s GEDSI priorities.
