Dear Bidder,

The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.

Below is a summary of the work to be performed:
The International Labour Organization (ILO) is preparing a working paper examining employment creation within the context of a just transition to environmentally sustainable economies.

The working paper focuses on the employment dimension of a just transition, with particular attention to green jobs as a primary channel through which the transition generates new and transformed employment.

It introduces an analytical framework built around four interrelated factors—drivers, enablers, incentives, and barriers—that shape both the pace and form of green transformation across sectors and the labour market outcomes that result.

Drawing on a review of secondary sources from the ILO, academia, and international organisations, the paper aims to equip policymakers, social partners, and development practitioners with a coherent framework to inform employment, sectoral, and climate policies conducive to green job growth.

A substantive (50-page) draft of the working paper has been developed, with an introduction, objectives, conceptual framework, core content, conclusion and emerging policy recommendations.

The ILO now seeks a consultant to: i) complete, refine, and edit the paper to a publication-ready standard; and ii) develop a 15-page ILO Employment Policy Brief on the basis of the working paper.
