Dear Bidder,
The International Labour Office (ILO) is looking for two individuals External Collaborator to undertake work as a consortium.
Below is a summary of the work to be performed:
The two consultants will support the Government of Bangladesh in identifying practical pathways for the inclusion of migrant workers and their families within national social protection frameworks and systems.
The assignment will generate evidence, policy analysis and actionable recommendations to strengthen coherence between labour migration governance, migrant-specific protection measures, and Bangladesh's broader social protection architecture, including the National Social Security Strategy.
The consultants will undertake institutional, policy and stakeholder analysis to assess existing protection arrangements, identify coverage gaps and barriers across the migration cycle, and examine opportunities for improved coordination between migration and social protection institutions.
Particular attention will be given to governance, institutional coherence, gender-responsive approaches, and the strategic positioning of the Ministry of Expatriates' Welfare and Overseas Employment and the Wage Earners' Welfare Board.
The assignment will also explore options to strengthen unilateral protection measures and improve complementarity with protections available in GCC destination countries to promote more continuous protection across borders.
