Call for Implementing Partners: METI Regional Knowledge Sharing and Impact Evaluation Preparation in Egypt

Agency: ILO | Reference: ILO/METI II/EGY/IA/2026/01 | Type: Call for implementing partners The International Labour Organization (ILO) is implementing the project “Mainstreaming Employment into Trade and Investment” (METI), co-funded by the European Union.  The overall objective of the project is to enable policy makers in the Southern Mediterranean region to incorporate employment issues into trade and investment policies, and design and implement interventions that ultimately optimize the quantity and quality of employment created in the region.At the regional level, METI facilitates knowledge sharing and peer learning among participating Southern Mediterranean countries on how trade and investment policies can contribute to more and better jobs. Regional activities provide a platform for policymakers, employers’ and workers’ organizations, and technical partners to exchange practical experiences, examine evidence on what works, and identify approaches that may be adapted across different national contexts.In Egypt, the METI project has undertaken analytical work on the food manufacturing sector to identify constraints and opportunities related to competitiveness, productivity, skills, enterprise upgrading, decent work, and employment outcomes. Building on this work and consultations with national stakeholders, the project is moving toward an implementation phase aimed at supporting practical enterprise and sector level interventions.In this context, the ILO seeks to collaborate with an implementing partner on both the regional and Egypt-specific components of METI. The partner will contribute to regional knowledge sharing and peer learning while supporting enterprise diagnostics, evidence generation, evaluation design and policy learning in Egypt to help ensure that METI’s support to the food manufacturing sector is informed by stronger diagnosis, and practical evidence on what works in improving productivity, export readiness, job creation, and job quality.
