Within the framework of its Media and Freedoms Program, The Media and Freedoms Program, in its efforts to enhance the capabilities of Syrian journalists in the field of judicial journalism, the Syrian Center for Media and Freedom of Expression (SCM) is seeking to implement a training program entitled: “Judicial Journalism in Syria: Professional Coverage of War Crimes Trials and Transitional Justice Processes.” Accordingly, SCM is looking for a trainer to develop and conduct a virtual (online) training course targeting 20-30 journalists, in accordance with the attached terms of reference. This training aims to to strengthen the capacities of Syrian journalists in judicial journalism and support professional, ethical coverage of war crimes trials and transitional justice processes. Terms of Reference Purchase of services (Trainer) Training Title: “ Judicial Journalism in Syria: Professional Coverage of War Crimes Trials and Transitional Justice Processes “ General Objective: The training aims to strengthen the capacities of Syrian journalists in judicial journalism and support professional, ethical coverage of war crimes trials and transitional justice processes. The Detailed Objectives: Introduce participants to the fundamentals of international humanitarian law and transitional justice. Develop practical skills for covering trials and complex judicial processes. Strengthen ethical and victim-sensitive reporting practices. Train participants to analyze legal documents and produce accessible public-interest stories. Enhance fact-checking and verification skills in legal reporting. Strengthen understanding of the role of media in supporting accountability and public awareness of transitional justice. Improve professional safety and digital security practices while covering sensitive accountability-related issues. Target Group: Syrian journalists from various types of media (visual, audio, written, and digital) From Syria and neighboring countries. Syrian journalists working in independent media outlets. Journalists interested in human rights and transitional justice issues. Content producers and media professionals working on documentation and accountability files. Qualifications and skills required: At least a university degree in a relevant field (preferably law, human rights, or political science). At least three years of experience in transitional justice, international law, judicial journalism, or human rights. Strong knowledge of the Syrian context and accountability-related issues. Proven experience in delivering interactive training programs for journalists or civil society actors. Ability to simplify complex legal concepts and translate them into practical training content. Excellent facilitation and training skills (training material development, effective communication, feedback provision, evaluation, and report writing). المركز السوري للإعلام وحرية التعبير مؤسّسة مدنيّة مستقلة غير حكومية وغير ربحية. تعمل على بناء مجتمع يضمن حرية التعبير والاعتقاد وحقوق الإنسان والوصول إلى العدالة. رؤيتها هي عالم ديمقراطي قائم على العدالة والحريّة والمُساواة، يحترم كرامة الإنسان وحقوقه. في إطار برنامج الإعلام والحريات، وفي سعيه لتعزيز قدرات الصحفيين/ـات السوريات في مجال الصحافة القضائية، يسعى المركز السوري للإعلام وحرية التعبير إلى تنفيذ برنامج تدريبي بعنوان: الصحافة القضائية في سوريا: التغطية المهنية للمحاكمات في سوريا ومسارات العدالة الانتقالية” وبناءً عليه، يبحث المركز عن مدرب/ـة لإعداد وتنفيذ تدريب افتراضي (أونلاين) يستهدف 20 -30 شخصاً وفقاً للشروط المرجعية المرفقة. يهدف هذا التدريب إلى تعزيز لتعزيز قدرات الصحفيين/ـات السوريات في مجال الصحافة القضائية ودعم التغطية المهنية والأخلاقية للمحاكمات التي تتم في سوريا ومسارات العدالة الانتقالية المرتبطة بها الشروط المرجعية للتدريب اسم التدريب: “الصحافة القضائية في سوريا: التغطية المهنية لمحاكمات جرائم الحرب ومسارات العدالة الانتقالية “ الهدف العام: تعزيز قدرات الصحفيين/ـات السوريين/ـات في مجال الصحافة القضائية والتغطية المهنية والأخلاقية لمحاكمات جرائم الحرب ومسارات العدالة الانتقالية. الأهداف التفصيلية: التعريف بالمبادئ الأساسية للقانون الدولي الإنساني والعدالة الانتقالية. تطوير مهارات التغطية الإعلامية للمحاكمات والإجراءات القضائية المعقدة. تعزيز الممارسات الأخلاقية والحساسة تجاه الضحايا والشهود في التغطية الصحفية. تدريب المشاركين/ات على قراءة وتحليل الوثائق القانونية وإنتاج محتوى صحفي مبسط يخدم المصلحة العامة. تعزيز مهارات التحقق من المعلومات وتدقيق الوقائع في التقارير القضائية. تطوير فهم دور الإعلام في دعم المساءلة وتعزيز الوعي العام بمسارات العدالة الانتقالية. تعزيز السلامة المهنية والأمن الرقمي أثناء تغطية القضايا الحساسة المتعلقة بالانتهاكات وجرائم الحرب. الفئة المستهدفة بالتدريب: صحفيين/ات سوريين/ـات من مختلف وسائل الإعلام (المرئية، المسموعة، المكتوبة، الرقمية). من مختلف مناطق الجغرافيا السورية ودول الجوار. يعملون في وسائل إعلام مستقلة. مهتمات/ون بقضايا حقوق الإنسان والعدالة الانتقالية. منتجات/ين محتوى وإعلاميات/يين يعملن/ون على ملفات التوثيق والمساءلة. المؤهلات والمهارات المطلوبة للتدريب: شهادة جامعية على الأقل في مجال ذي صلة (يفضل في القانون- حقوق الإنسان- العلوم السياسية) خبرة لا تقل عن ثلاث سنوات في مجال العدالة الانتقالية، أو القانون الدولي، أو الصحافة القضائية، أو حقوق الإنسان. معرفة جيدة بالسياق السوري وملفات المحاسبة والانتهاكات المرتبطة بسوريا خبرة مثبتة في تقديم تدريبات تفاعلية للصحفيين/ـات أو العاملون/ات في المجتمع المدني. القدرة على تبسيط المفاهيم القانونية المعقدة وتحويلها إلى محتوى تدريبي عملي. مهارات تدريبية ممتازة (إعداد حقائب تدريبية- التواصل الفعال- التغذية الراجعة- التقييم -كتابة التقارير).
