is inviting qualified
sectoral technical experts, trainers, facilitators, researchers, and consultants in Cambodia
to join its roster for upcoming humanitarian, development, research, assessment, capacity building, monitoring, evaluation, and third-party monitoring opportunities across Cambodia.
This call is open to experienced professionals from different technical backgrounds who are interested in supporting future assignments with
UN agencies, INGOs, NGOs, donors, development partners, local organizations, and community-based actors
.

Profile of Experts Sought
STOOS is looking to expand its Cambodia roster with qualified experts and trainers in a wide range of sectors, including but not limited to
WASH, health, nutrition, protection, GBV, child protection, education, food security and livelihoods, climate resilience, disaster risk reduction, TVET, economic empowerment, migration, social protection, gender, disability inclusion, and MEAL
.
STOOS also welcomes applications from experts with experience in
research design, data collection, training facilitation, curriculum development, institutional capacity building, market assessments, youth employment, entrepreneurship, community engagement, safeguarding, accountability to affected populations, and humanitarian/development programme quality
.
Main Areas of Work
Selected experts may be contacted for future assignments involving
technical training, capacity building, sectoral assessments, programme evaluations, field research, tool development, data collection supervision, contextual analysis, report writing, quality assurance, and technical advisory support
.
Depending on the opportunity, experts may support
KIIs, FGDs, surveys, community consultations, workshops, technical reviews, training delivery, data analysis, and preparation of practical recommendations
tailored to the Cambodian context.
Cambodia Context and Relevant Experience
Candidates with strong knowledge of Cambodia’s development and humanitarian priorities are encouraged to apply, including experience related to
rural livelihoods, climate and flood risks, disaster preparedness, migration, labour market challenges, youth employment, inclusive education, public health, nutrition, WASH, social protection, gender equality, child protection, disability inclusion, and community resilience
.
Experience working with communities in
urban, rural, remote, border, flood-prone, or climate-affected areas
is highly valued. STOOS particularly welcomes experts who can work respectfully with
women, youth, children, persons with disabilities, ethnic minority communities, migrant workers, returnees, low-income households, and other vulnerable groups
.
Key Skills and Qualifications
Candidates should have relevant professional experience in one or more technical sectors and a strong understanding of the
Cambodian context
, including local institutions, community structures, civil society actors, and development priorities.
Applicants are encouraged to apply if they have worked with
UN agencies, INGOs, NGOs, local organizations, government partners, donor-funded programmes, academic institutions, consulting firms, or community-based initiatives
.
Strong candidates will demonstrate practical experience in
training, facilitation, technical advisory work, assessments, monitoring and evaluation, field research, community engagement, or programme implementation
.
Knowledge of
Do No Harm, safeguarding, PSEA, child protection, gender sensitivity, disability inclusion, ethical research, confidentiality, and accountability to affected populations
is highly desirable.
Experience using digital tools such as
KoboToolbox, ODK, SurveyCTO, Excel, SPSS, Power BI, NVivo, or similar platforms
is considered an asset, depending on the assignment.
Language Skills
Fluency in
Khmer
is required for most field-based and community-level assignments.
Good working knowledge of
English
is strongly preferred, especially for assignments involving technical reports, donor documentation, training materials, data analysis, and communication with international teams.
Knowledge of
local or indigenous languages
is a strong advantage for assignments involving ethnic minority communities or remote areas.
