The
Scaling Up Climate Finance through the Financial Sector Project (the 30x30 Zero
Program) is one of IFCâs flagship climate finance advisory initiatives. The
project aims to significantly increase private sector funding for climate
mitigation and adaptation in the Philippines, in alignment with the countryâs
Nationally Determined Contribution (NDC) targets.
To
better leverage the Philippine capital market in support of these objectives,
it is important to strengthen the capacity of local external review service
providers. Upskilling these providers will equip them with the specialized
knowledge and competencies needed to deliver verification and assurance
services for thematic labelled bond issuers. Expanding the pool of credible
local providers will, in turn, enhance investor confidence, support regulatory
compliance, and encourage greater issuance of high-quality thematic debt
instruments.
IFC
therefore seeks to engage an external firm (the âConsultantâ) to design and
deliver a capacity-building program to support the development of local
external reviewers in the Philippinesâ sustainable finance market. The program
will be tailored to equip selected stakeholders with the foundational
knowledge, technical skills, and professional competencies required to provide
credible external review services for both issuance and post-issuance
requirements of thematic debt capital market instruments, in line with ICMA
Principles, the ICMA Guidelines for External Reviews, and applicable regulatory
requirements.
This
assignment will not include activities to directly support stakeholders in
obtaining formal certifications or regulatory licenses.

ELIGIBILITY
Eligibility restrictions apply:

Demonstrated solid
expertise in thematic bond markets, sustainable finance standards, and external
review methodologies and/or other related ESG assessment methodologies. This
should include Strong understanding of sustainable capital market dynamics at global,
regional, and national levels, particularly in emerging markets.

Curriculum development
team and facilitation team should demonstrate strong technical expertise and
7-15 yearsâ experience in conducting external reviews and/or other relevant ESG
assessments. This includes in-depth technical knowledge in screening green,
social and transition finance eligible sectors
·
Proven experience in
designing and
delivering technical training and
capacityâbuilding programs in the areas of thematic debt instruments,
sustainable finance standards, and external review practices.
·
Strong technical capabilities in
conducting research, policy and regulatory reviews, and preparing highâquality
analytical and training materials.
·
Inâdepth knowledge of regional and the
Philippine capital markets, with specific understanding of thematic debt
instruments and related regulatory frameworks.
·
Established track record in
successfully completing similar assignments.
·
Wellâdeveloped client relationship
management skills, with cultural sensitivity and the ability to engage
effectively with local market stakeholders in the Philippines.

Excellent facilitation, presentation,
and interpersonal communication skills.
·
Strong English writing skills with the
ability to produce clear, concise, and professional documentation.
