REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)
- The Government of the United Republic of Tanzania has received the financing from the World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP), and intends to apply part of the proceeds for eligible payments under the contract for Consultancy Services for undertaking Environmental and Social Auditing for Lusahunga - Rusumo Road and CERC Projects under Tanzania Transport Integration Project
- Project Location and Description
The Lusahunga – Rusumo road section (92 Km), forms part of the T3 (Central Corridor Highway) which connects the Dar es Salaam port with the land locked neighboring countries of Rwanda and Burundi. The project road starts at Lusahunga centre through Nyakasanza and ends at Rusumo Border (Tanzania and Rwanda). The Lusahunga – Rusumo road was upgraded in 1985 to bitumen standard for a design life of 15 years. The road consists of 27 box culverts 52 steel pipe culverts and 8 reinforced concrete culverts. Out of 92 Km of the project road 63 Km are located in Biharamulo district and the remaining 29 Km are located in Ngara District.
The Project Road traverses through four villages in Biharamulo district namely Lusahunga, Kikoma (Lusahunga Ward), Ngararambe and Nyabugombe, (Nyakahura ward) while on the Ngara district side there are two villages of Kasulo (Kasulo ward) and Rusumo (Rusumo ward). Currently, the road is under construction after had deteriorated drastically due to pavement aging despite the efforts that had been carried out by TANROADS - Kagera Regional Manager, to maintain and repair. Typical road defects include severe potholes, rutting, deformation, corrugations, extensive cracking that collected for rehabilitation (alligator cracks) and depressions.
Similarly, the CERC projects are scattered over 21 regions (Dodoma, DSM, Morogoro, Arusha, Singida, Mwanza, Njombe, Mbeya, Simiyu, Tanga, Manyara, Kigoma, Rukwa, Sumbawanga, Iringa, Mtwara, Lindi, Ruvuma, Coast, Mara and Geita); most of CERC projects that are implemented includes; construction of road embarkments, bridges and culverts with drainage system which was affected by El-NiNo rainfall that occurred in FY 2024/2025. The construction of CERC projects (road embarkments, bridges and culverts with drainage system) are rated to have minimum E&S impacts to the surrounding environmental and social set-up, hence the remedial measures under emergency scenarios were designed to each CERC subprojects to minimize the adverse impacts under emergency response in order to provide the roads transport access which was affected in most part of the country. Therefore, in order for TANROADS to comply with the WB -ESF requirement and ESCP under emergency response mechanism, the engagement of Consulting firm to undertake the E&S Auditing is hereby required to assess the magnitude of the E&S impacts during the implementation of the CERC sub-projects and assess compliance requirements in order to recommend on the way-forward to any future similar events. The E&S Auditing shall be undertaken and completed by October, 2026.
- Objective of the Assignment
The overall objective of this consultancy is to design, develop, and support the initial implementation of a robust, comprehensive, and fit-for-purpose Environmental and Social Management System (ESMS) for TANROADS. This system will enable the agency to manage E&S risks and impacts systematically and effectively across all its activities, ensuring compliance with national regulations and alignment with international best practices.
- Specific Objectives
The specific objectives of the assignment are to:
- Conduct a comprehensive diagnostic review and gap analysis of TANROADS' existing E&S management policies, procedures, institutional capacity, and practices against Tanzanian legal requirements and the standards of key international financing institutions (IFIs);
- Develop a high-level corporate Environmental and Social (E&S) Policy Statement that articulates TANROADS' commitment to sustainable development and responsible infrastructure delivery;
- Design a detailed ESMS framework, including a complete set of operational procedures, tools, guidelines, and templates for managing the entire E&S risk lifecycle (from screening and assessment to monitoring and closure);
- Propose appropriate institutional arrangements, including clear roles, responsibilities, and reporting lines, to ensure effective implementation and governance of the ESMS at corporate, regional, and project levels;
- Develop a comprehensive, multi-year capacity-building and training plan to equip TANROADS staff with the necessary skills and knowledge to implement the ESMS, and to conduct initial Training of Trainers (ToT) sessions; and
- Develop a phased, costed, and time-bound Implementation Roadmap for the full rollout and operationalization of the ESMS across TANROADS.
- Scope of Services
The Consultant's work shall be structured into the following four distinct but interconnected phases. The Consultant is expected to work in close collaboration with a designated TANROADS Counterpart Team throughout the assignment. The four phases are:
- Phase 1: Inception and Diagnostic Assessment (Approx. 1 Months);
- Phase 2: ESRMS Design and Development (Approx. 2 Months);
- Phase 3: Institutional Arrangements and Capacity Building (Approx. 2 Months); and
- Phase 4: Implementation Roadmap and Finalization (Approx. 1 month)
- The Tanzania National Roads Agency (TANROADS), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Eligibility, at least ten (10) years of international experience in providing advisory services on environmental and social risk management;
- Demonstrable experience in developing and implementing ESMS or similar E&S management systems for 3 (Three) large public sector agencies or private corporations, preferably in the infrastructure sector (roads, energy, transport);
- Proven track record of successfully completing at least three (3) similar assignments in the last seven (7) years;
- In-depth knowledge of the E&S standards of the World Bank and IFC; and
- Experience working in Sub-Saharan Africa is required; experience in Tanzania is a strong asset.
- The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers, Procurement Project Financing, Goods, Works, Non-Consulting and Consulting Services: 5th Edition, September 2023.
- Consultants may associate with other firms in the form of a Joint Venture or a sub-consultancy to enhance their qualifications.
- A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition September, 2025 (“Procurement Regulations”) and Public Procurement Act No. 10 of 2023 and Public Procurement Regulations GN No. 518 of 2024 on “procedures for selection and employment of consultants.

- Expressions of Interest must be submitted through National e-Procurement System of Tanzania (NeST) (www.nest.go.tz) on or before 25th September, 2026 at 10:00 Hours East African Time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through NeST.
- Any request for clarification with regard to this assignment shall be addressed through NeST not less than five (5) days before submission deadline. The Employer shall respond to clarifications received within three (3) working days from the date of receipt of the query. Expression of Interest not received through NeST shall not be evaluated irrespective of the circumstances.
