Description
In order to comply with the Federal requirements of the Family First Prevention Services Act (FFPSA) which NYS will implement on Sept. 29, 2021, ACS sought an evidence-based assessment tool to ensure that placements are appropriately evaluated. Out of the 2 assessment tools approved by the NYS Office of Child and Family Services (OCFS), ACS selected the Child and Adolescent Services Intensity Instrument (CASII) developed by the American Academy of Child and Adolescent Psychiatry. Due to time constraints involved with having the tool in place to ensure compliance with FFPSA by the Sept. 29 implementation date, competitive sealed bidding is not practicable. Competitive sealed bidding is also not practicable due to there only being 2 assessment tools approved by OCFS that jurisdictions can select for evaluating foster care placements (see attached NA justification).
