Part A. Roofs – replacement of roof covering primary school, school canteen

DECIDES TO CANCEL THE PROCUREMENT PROCEDURE The subject of the public contract is the selection of a supplier for the reconstruction of roofs on the buildings of the primary school and the school canteen in the Municipality of Raduň, for the use of a high-current photovoltaic system with operation for own consumption. The photovoltaic system will be located only on the roofs of existing buildings. Part A. ROOFS – REPLACEMENT OF ROOF COVERING PRIMARY SCHOOL, SCHOOL CANTEEN In accordance with the provisions of Section 127 of Act No. 134/2016 Coll., on Public Procurement (hereinafter referred to as the "Act"), the contracting authority decides on the above-mentioned public contract awarded according to the Act for the following reason: By the notice of commencement of the procurement procedure – notice of commencement of the procurement procedure – general public contract, submitted on 03.09.2025, for publication Part A. ROOFS – REPLACEMENT OF ROOF COVERING PRIMARY SCHOOL, SCHOOL CANTEEN Part B. PV SYSTEM RADUŇ – WWTP+PUMP, PRIMARY SCHOOL, SCHOOL CANTEEN of the contracting authority Municipality Raduň, a confirmation of receipt was received in the Official Journal of the European Union on 03.09.2025. The form was assigned the registration number F2025-049017 in the Public Procurement Gazette and was filed under the contract registration number Z2025-049017. On 10/09/2025 at 10:00 AM, the contracting authority received one offer through the electronic procurement tool NEN. The contracting authority cancels the procurement procedure Part A. ROOFS – REPLACEMENT OF ROOF COVERING PRIMARY SCHOOL, SCHOOL CANTEEN, pursuant to Section 127 (1) letter: The contracting authority shall cancel the procurement procedure if, after the expiry of the deadline for submitting applications for participation, preliminary offers or offers in the procurement procedure, there is no participant in the procurement procedure. The contracting authority states that, in accordance with the provisions of Section 127 (1) of Act No. 134/2016 Coll., on Public Procurement, as amended (hereinafter referred to as the "Act"), it is entitled to cancel the procurement procedure if there is no participant in the procurement procedure. In the relevant procurement procedure, the contracting authority received only one offer. The sole participant in the procedure did not cooperate with the contracting authority in concluding the contract on 11.12.2025, and thus the aforementioned legal reason for cancellation was fulfilled. The contracting authority also states that the institution of cancellation of the procurement procedure under the cited provision is constructed as an authorization, and its application depends on the contracting authority's discretion regarding the observance of the principles set out in Section 6 of the Act, particularly the principles of transparency, equal treatment and non-discrimination, as well as the principles of efficient, economical and purposeful use of public funds. In order to preserve the basic principles of public procurement and the contracting authority's obligation to act with the diligence of a proper manager, the contracting authority hereby cancels the aforementioned procurement procedure and decided that the selection of the supplier for the performance will be initiated again.
