1. Procurement Details
(1) Title and Quantity: Purchase of Furniture, etc. for the Lounges of Buildings C and D at the Tokyo International Exchange Center, One Lot
(2) Specifics of the title: As per specifications.
(3) Delivery Deadline: March 26, Reiwa 9
(4) Delivery Location: As described in the procurement specifications.

2. Bid Participation Qualifications
Bidders eligible for this general competitive bid must meet all of the following conditions:
(1) Must not fall under the provisions of Article 70 of the Budget, Settlement, and Accounting Order. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract execution fall under special circumstances in Article 70.
(2) Must not fall under the provisions of Article 71 of the Budget, Settlement, and Accounting Order.
(3) Must have qualifications for participation in competitive bidding in the "Sales of Goods" category, for the "Kanto-Koshinetsu Region," in the Reiwa 7/8/9 Ministry of Education, Culture, Sports, Science and Technology Competitive Bidding Qualifications (Unified Qualifications for All Ministries). Qualifications for participation in competitive bidding are accepted at any time at the application reception desk listed in the appendix of the public notice regarding qualifications for participants in competitive bidding, Official Gazette Extra No. 58, dated March 31, Reiwa 8.
(4) Must not be currently subject to a suspension of business order from the President of this Organization.
(5) Must not be a yakuza organization, its members, quasi-members, or related parties as defined by the "Act on the Prevention of Unfair Acts by Organized Crime Members" (Act No. 77 of 1991).
3. Bidding Procedures, etc.

(2) Method of distributing bid instructions, etc.: Download from the Organization's website from the date of this notice until Wednesday, September 30, Reiwa 8. A password is required for download. Request it by email to keiri-k@jasso.go.jp by 5:00 PM on Wednesday, September 30, Reiwa 8.
① The subject of the email should be "Password Request (Purchase of Furniture, etc. for the Lounges of Buildings C and D at the Tokyo International Exchange Center)".
② In the body of the email, include the company name, unified qualification vendor code for all ministries, department, contact person's name, phone number, FAX number, and email address.
(3) Deadline and location for receipt of preliminary documents: Wednesday, October 7, Reiwa 8, 5:00 PM, Procurement Section, Finance Department, Ichigaya Office, Organization.
(4) Date and time and location of bid opening: Thursday, October 15, Reiwa 8, 3:00 PM, Bid Room, Ichigaya Office, Organization.
4. Bidding Method
The bid will be for a total price. For the determination of the successful bid, the successful bid price will be the amount written on the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, it will be rounded down). Therefore, bidders must write the amount equivalent to 100/110 of their estimated contract amount on the bid form, regardless of whether they are subject to consumption tax and local consumption tax.
5. Other
(1) Language and currency to be used in contract procedures: Japanese language and Japanese currency only.
(2) Bid security and contract security: Exempt. However, if the successful bidder fails to enter into a contract, a penalty equivalent to 5% of the successful bid price must be paid.
(3) Invalid bids: Bids submitted by those who do not meet the bidding qualifications stated in this notice, bids with false information in the required documents, and bids that violate the bidding conditions will be considered invalid. If an invalid bid is selected as the successful bid, the award decision will be canceled.
(4) Requirement for contract creation: Required.
(5) Method of determining the successful bidder: The successful bidder will be the one who submitted the lowest valid bid within the Organization's estimated price range. However, if the bid price of the intended successful bidder is deemed excessively low and it is recognized that proper performance of the contract may not be achieved, the bidder may not be immediately awarded the contract. If there are two or more bidders who submitted the same lowest bid price, the successful bidder will be determined by lottery among those bidders.
(6) The Organization is subject to the "Act on Access to Information Held by Independent Administrative Agencies, etc." (Act No. 140 of 2001), so please be aware that submitted bid forms, etc., may be disclosed as corporate documents held by the Organization. Furthermore, information on bidding and successful bids for procurement cases by the Organization will be disclosed on the website, etc., in accordance with the Organization's rules for handling contract procedures. Please be aware of this before participating in the bid.
(7) In addition to (6) above, in accordance with the "Basic Policy for Review of Operations and Businesses of Independent Administrative Agencies" (Decision of the Council of Ministers, December 7, 2010), when contracting with a corporation that has a certain relationship with the Organization, information regarding re-employment in that corporation and transaction status with that corporation must be disclosed.
