Central dynamic purchasing system for government cloud cloud services

The subject of the partial order placed within the DNS are Microsoft Azure Prepayment cloud services or their equivalent, in order to cover the operational and development needs of the Consolidated Analytical Layer (hereinafter referred to as "KAV") project in the public part of eSKa Cloud, as well as the needs of public authorities (hereinafter referred to as "OVM") involved in the KAV project. Within the KAV project, individual OVMs are operated as separate logical environments and are simultaneously integrated through the common analytical and integration layer of the KAV project. The KAV project represents a central data and analytical platform intended for the integration, processing, consolidation, and analysis of data across the involved OVMs. Currently, 5 OVMs are involved in the project, with another 7 OVMs planned. Credits are to be provided in "upfront" (prepaid) form, and are not tied to specific cloud services. This model allows payment for the use of cloud resources in advance, instead of payment based on actual consumption. The subject of the order also includes the delivery of related supplementary services for the optimization of the KAV environment, re-validation of security policies, management rules, and the implementation of best practices in the amount of a maximum of 30 person-days until 31.10.2026 (hereinafter referred to as "supplementary services"). The contracting authority requires that the supplementary services be provided by an entity included in the Microsoft "Azure Expert Managed Services Provider (Azure Expert MSP)" program or that the bidder proves by confirmation from Microsoft that the entity providing the supplementary services is capable of providing equivalent (equal) services to those provided by entities included in the Microsoft "Azure Expert Managed Services Provider (Azure Expert MSP)" program. In the event that the contracting authority accepts an equivalent solution or an equivalent product of the bidder to Microsoft Azure cloud services (under the conditions for equivalent stated below), the contracting authority will require that the supplementary services be provided by an entity with an equivalent level corresponding to the "Azure Expert Managed Services Provider (Azure Expert MSP)" level within the submitted and accepted by the contracting authority equivalent solution/product to Microsoft Azure cloud services. An equivalent level corresponding to the "Azure Expert Managed Services Provider (Azure Expert MSP)" program within an equivalent solution to Microsoft Azure cloud services will be considered by the contracting authority as a level of competence that is demonstrably objectively verifiable through an independent audit, partner expert program, specialization, or similar third-party mechanism related to the provision of cloud managed services. The demonstrated professional competence must cover in particular the areas of: cloud governance, security and compliance, identity management, network architecture, monitoring and operation, cost optimization, and cloud architecture design.
