Certified English language courses for 7th and 8th graders from the Toruń and Golub-Dobrzyń districts

The subject of the order is a training service consisting of conducting certified English language courses for 7th and 8th graders from the Toruń and Golub-Dobrzyń districts. The target group will include 1112 7th and 8th graders from primary schools participating in the project. The order is implemented within the framework of the project “EU-geniusz w świecie naukowych żywiołów”, no. FEKP.08.13-IZ.00-0009/24, co-financed by the European Social Fund Plus under the European Funds for Kujawy and Pomerania 2021-2027 Programme, Priority 8 European funds to support the labor market, education and social inclusion, Action 8.13 General education Regional ZITs. A detailed description of the subject of the order is specified in Annex No. 11 to this SWZ. The Ordering Party informs that the order has not been divided into parts. Within the selected variant of order execution, it is not possible to divide the order into parts, as it would lead to the risk of inconsistency, reduced quality, and failure to achieve the overall objectives that the Ordering Party must achieve. The order concerns certified language courses, covering both the training process and the conduct of external examinations resulting in the acquisition of uniform recognized certificates. Dividing the order into parts would be unjustified for the following reasons: 1. The need to maintain uniform training and examination standards. Courses must be conducted according to a coherent program directly linked to a recognized certification system. Separating training from examination among different contractors could lead to inconsistencies in methodology and program discrepancies, as well as reduced teaching effectiveness. 2. Responsibility of one Contractor for the entire process. The Ordering Party requires one Contractor to be responsible for the entire service – from participant preparation to conducting certification exams. This will allow for full quality control, process continuity, and unambiguous determination of responsibility. Dividing the order into parts would increase the risk of shifting responsibility between contractors, which could lead to the inability to achieve the intended results. 3. Requirements of certifying institutions. Language exams in recognized systems (e.g., Cambridge, TELC, TOEIC, Goethe) can only be conducted by entities with appropriate accreditations. Many contractors cannot share such authorizations among themselves, and different certifying institutions are not interchangeable. Dividing the order into parts would lead to certificate inconsistencies and a lack of comparability of results. 4. Risk of incompatibility of organizational and technical solutions. Courses require a uniform schedule, progress monitoring system, and coherent organization. Introducing multiple contractors would increase the risk of organizational problems, coordination difficulties, and the need for separate supervision procedures. 5. Cost and organizational efficiency. Dividing the order into parts would generate additional coordination costs for the Ordering Party and extend the implementation time. It would also complicate the reporting and settlement process with contractors. Conditions for participation in the proceedings 1. Contractors who are not subject to exclusion on the grounds specified in Chapter 16 of the SWZ, and who meet the conditions for participation in the proceedings specified by the Ordering Party in Chapter 17 of the SWZ, may apply for the order.
