CFB Goose Bay Energy Performance Contract โ€“ Request for Pre-Qualifications โ€“ Hazardous Materials Demolition and Abatement ScopeMCW Custom Energy Solutions is seeking qualified hazardous materials abatement contractors and related environmental specialty contractors for upcoming work at 5 Wing Goose Bay, NL. This work forms part of the CFB Goose Bay Energy Performance Contract and will support the new Central Heating Plant program, remote building electrification, high voltage electrical work, utility upgrades and related construction activities. The intent of this prequalification is to identify contractors with the experience, resources, safety programs, environmental procedures, regulatory knowledge, supervision, and equipment required to complete hazardous materials abatement in active, occupied, institutional, industrial, and security controlled facilities.The scope is expected to include hazardous materials abatement, regulated materials handling, environmental controls, waste packaging, transportation, disposal, and closeout documentation required in advance of, or in coordination with, future EPC trade packages. This prequalification is not intended to cover general demolition or routine removals that will be completed by mechanical, electrical, controls, civil, high voltage, process, or general trade contractors as part of their own work, except where such removals involve hazardous materials or require specialized abatement procedures.The work may be required within existing occupied buildings, remote building mechanical and electrical rooms, service spaces, basements, crawlspaces, ceiling spaces, existing utility areas, exterior work areas, central plant areas, steam and condensate infrastructure areas, petroleum storage or handling areas, and other areas where existing materials must be disturbed to complete the new work.Hazardous materials may include asbestos containing materials, lead containing coatings, PCB containing materials, mercury containing materials, halocarbon containing equipment, mould impacted materials, silica dust generating work, contaminated dust and debris, petroleum impacted materials, universal waste, and other regulated materials identified in the project documents or encountered during the work.The work is expected to be completed in active facilities where ongoing operations must be maintained. Contractors must be capable of planning and executing the work with minimal disruption to building occupants and facility operations, while coordinating access, isolations, shutdowns, containment, air monitoring, inspections, waste handling, disposal, environmental controls, and turnover of completed areas for follow-on construction.Typical inclusions:Hazardous materials abatement required to support EPC scopes within existing buildings and operational areas.Asbestos abatement, including Type 1, Type 2, and Type 3 work where required, for materials such as insulation, pipe insulation, duct insulation, floor tile, mastic, drywall compound, ceiling materials, caulking, roofing materials, and other asbestos containing materials identified in the project documents.Lead abatement and lead exposure control for lead containing coatings, painted surfaces, dust, debris, and other materials impacted by the work.PCB management and removal where encountered, including PCB containing ballasts, caulking, sealants, equipment, oils, or other PCB impacted materials identified in the project documents.Mercury containing equipment and universal waste handling, including fluorescent lamps, thermostats, switches, gauges, batteries, and related materials requiring controlled removal, packaging, transportation, and disposal.Mould remediation and cleaning where mould impacted materials are identified within the work area.Silica dust control and exposure prevention for work that may disturb concrete, masonry, plaster, mortar, or other silica containing materials in areas requiring hazardous materials controls.Preparation of site specific abatement plans, containment plans, exposure control plans, waste management procedures, safe work procedures, and emergency response procedures.Regulatory notifications, permits, worker training records, supervisor certifications, respirator fit testing records, and other documentation required for abatement work in Newfoundland and Labrador.Temporary protection, hoarding, containment, negative pressure enclosures, decontamination facilities, HEPA filtration, dust control, odour control, and protection of occupied or adjacent areas.Coordination with MCW, DCC, DND, environmental consultants, facility representatives, and other trade contractors for access, sequencing, isolations, shutdowns, inspections, air monitoring, clearance, and turnover of completed areas.Limited removals, cutting, opening, dismantling, or make-safe activities that are directly required to access, contain, remove, or dispose of hazardous materials.Packaging, labelling, handling, transportation, recycling, and disposal of hazardous waste, regulated waste, universal waste, contaminated debris, and related waste streams at approved facilities.Preparation and submission of daily reports, waste manifests, disposal certificates, recycling records, air monitoring coordination records, inspection records, clearance documentation, and closeout records.
