Invitation for Bids Date: September 11, 2026 Name of Country: Georgia Name of Project: Strengthening Human Capital Development in Georgia (Project No.: CGE1041 06) IFB No: CGE1041-G003 1. The LEPL Information Technology Agency has received funds from the Agence Française de Développement (the French Development Agency) as part of a European Union grant towards the cost of Project: Strengthening Human Capital Development in Georgia. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Procurement of Backup Storage and Software. 2. The LEPL Information Technology agency now invites sealed bids from eligible bidders for the procurement of Backup Storage and Software (“the Goods”). 3. Interested and eligible bidders may obtain further information and inspect the Bidding Documents by visiting the Georgian Electronic Government Procurement (Ge-GP) system at http://procurement.gov.ge/. All requests for information must also be submitted exclusively through the Ge-GP system. The bidding documents are available free of charge on the system. 4. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding Documents for Procurement of Goods. 5. Bids shall be submitted: • Online, through the Georgian electronic Government Procurement (Ge-GP) system http://procurement.gov.ge/ on or before the deadline: November 06, 2026 at 15:00 hrs. local time; and • Enclose a Bid Securing Declaration as described in the Bidding Document. Bidders shall indicate a bid price in electronic field in Georgian electronic Government Procurement (GeGP) System, failing to do so, will result in rejection of such bid. Bids shall be opened electronically using Georgian electronic Government Procurement (Ge-GP) System promptly after the bid submission on November 06, 2026 at 15:00 hrs. local time. 6. Qualification criteria are as follows: • Similar experience - A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as Supplier, or joint venture member, between 1st January 2021 and application submission deadline: For Lot I: One contract, with minimum value of EUR 135,000; For Lot II: One contract, with minimum value of EUR 100,000; • Average Annual Supplier Turnover - Minimum average annual supplier turnover of: For Lot I: EUR 270,000; For Lot II: EUR 200,000; Calculated as total certified payments received for contracts in progress and/or completed within the last 3 years, divided by 3 years.
