(2) Those who have been rated in any grade from A to D in the "Sales of Goods" category of the 2025, 2026, 2027 Ministry of Health, Labour and Welfare General Invitation Eligibility for Participation (Uniform Qualification for All Ministries and Agencies). (3) Those who have a system etc. that can reliably perform/deliver the said services/goods. (4) Those who are recognized as not having provided false information in the eligibility examination application or attached documents. (5) Those whose business status or creditworthiness is not considered to have extremely deteriorated. (6) Those who meet other qualifications determined by the contracting officer based on the provisions of Article 3 of the Contract Administration Manual. (7) For public interest corporations, those who have no issues with the contents of "Thorough Review of Government-Related Public Interest Corporations" (Decision of the Council of Ministers on December 25, 2009). (8) Not a person whose management is substantially controlled by a violent group or a person equivalent thereto. (9) A corporate entity. Furthermore, there are no unpaid taxes that have passed the payment deadline for consumption tax, local consumption tax, and corporate tax. (4) Bid Postponement etc.: If it is recognized that a fair execution of competitive bidding is impossible due to collusion among bidders or disturbances, the bid may be postponed or canceled. (2) Bid Opening: ① Bid opening shall be conducted with the bidder or their proxy in attendance. However, if the bidder or their proxy is not in attendance, an employee not involved in bid procedures shall be in attendance. ② Bidders or their proxies cannot enter the bid opening venue after the bid opening time. ③ When entering the bid opening venue, bidders or their proxies must present or submit documents proving eligibility, identification, or power of attorney related to bidding upon request from bid procedure staff. ④ Bidders or their proxies cannot leave the bid opening venue except in cases recognized as unavoidable by the contracting officer. ⑤ If, after bid opening, no bid within the limit of the estimated price is submitted by the bidders or their proxies, a second bid shall be conducted. (3) Determination of Successful Bidder: ① Bidders who have submitted bids that meet the conditions specified in the announcement and bid instructions. ② Bidders whose bid amount is within the limit of the estimated price prepared in accordance with Article 41 of the Accounting Regulations and Article 16, Paragraph 1 of the Contract Administration Manual. ③ Bidders whose bid amount is the lowest among the eligible bidders. ④ Those recognized by the contracting officer as being able to reliably perform the said services and faithfully observe the terms of the contract. (4) In case of Multiple Successful Bidders: If there are multiple bidders who meet the conditions for successful bidding as defined in the preceding paragraph, a lottery shall be held among them to determine the successful bidder.
