(2) Specifications etc.: Refer to the attached "Specifications" for details. (3) Contract Period: From: Date of contract conclusion To: March 25, 2025. (4) Delivery Location: 6-8 Asagi-Saihoku, Ibaraki City, Osaka Prefecture, National Institutes of Biomedical Innovation, Health and Nutrition. (5) Bidding Method: The bid amount shall be for the total price. When determining the successful bidder, the bid amount plus 10% of that amount (if there is a fraction of less than 1 yen, it shall be rounded down) will be the contract price. Bidders shall state in their bid the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable businesses or tax-exempt businesses for consumption tax. (6) Bid Security and Contract Security: Fully exempt. 3. Eligibility for Participation: (1) Not falling under the provisions of Article 4 and Article 5 of the Contract Administration Manual. (7) For public interest corporations, those who have no issues with the contents of "Thorough Review of Government-Related Public Interest Corporations" (Decision of the Council of Ministers on December 25, 2009). (8) Not a person whose management is substantially controlled by a violent group or a person equivalent thereto. (9) A corporate entity. Furthermore, there are no unpaid taxes that have passed the payment deadline for consumption tax, local consumption tax, and corporate tax. (10) Those who comply with the "Act on the Protection of Personal Information" (Act No. 57 of 2003) and have the ability to properly manage personal information. (3) Invalid Bids: Bids falling under any of the following categories shall be deemed invalid. ① Persons who do not meet the eligibility criteria specified in this bid instruction document. ② Persons who have violated the bidding conditions. ③ Persons who have not fulfilled the obligations required of bidders. ④ Bid forms with corrected amounts. ⑤ Bid forms lacking name or seal. ⑥ In the case of a second bid, a bid with an amount exceeding the lowest amount of the previous bid. (4) Bid Postponement etc.: If it is recognized that a fair execution of competitive bidding is impossible due to collusion among bidders or disturbances, the bid may be postponed or canceled. (5) Bidding by Proxy: ① If a proxy is bidding, the name of the bidder, the indication of being a proxy, and the name of the proxy shall be entered on the bid form and sealed, and a power of attorney shall be submitted by the bid opening time. ② A bidder or their proxy cannot act as a proxy for another bidder in this consignment work. 6. (3) Determination of Successful Bidder: ① Bidders who have submitted bids that meet the conditions specified in the announcement and bid instructions. ② Bidders whose bid amount is within the limit of the estimated price prepared in accordance with Article 41 of the Accounting Regulations and Article 16, Paragraph 1 of the Contract Administration Manual. ③ Bidders whose bid amount is the lowest among the eligible bidders. ④ Those recognized by the contracting officer as being able to reliably perform the said services and faithfully observe the terms of the contract. (4) In case of Multiple Successful Bidders: If there are multiple bidders who meet the conditions for successful bidding as defined in the preceding paragraph, a lottery shall be held among them to determine the successful bidder.
