Description
NOI 25-056 was issued 2025-09-17, for Maintenance of Eaton UPS Systems and zero (0) valid challenges were received.
Background:
The Manchester E South Tower UPS systems (UPS A and UPS B) require periodic maintenance and repair which can only be completed by the original manufacturer, Eaton Industries (Canada) Company.
In 2004 The City awarded a contract to the lowest compliant bidder from a Request for Purchase (RFP) for the supply, delivery and installation of a UPS system for its new data centre. The UPS (UPS A) that was provided under the contract was from Eaton Industries (Canada) Company.
On 2010 November 17, The City awarded a contract to the lowest compliant bidder on Request For Tender (RFT) 10-1190 for the supply and delivery of a second (2nd) UPS system (UPS B) to support the Manchester Data Center. The UPS provided under the Contract was from Eaton Industries (Canada) Company. Following award, The City entered a maintenance contract for the two (2) UPS systems with Eaton Industries (Canada) Company which expired on 2020 December 31.
On 2020 December 10, The City issued a Notice of Intent (NOI 20-049) to enter contract with Eaton Industries (Canada) Company for the maintenance and support of Eaton UPS systems from 2021 January 1 to 2025 December 31. The City did not receive any challenges with merit, as Eaton Industries (Canada) Company does not train, certify, or support independent third-party providers to deliver or service Eaton UPS products. Therefore, The City proceeded with Eaton Industries (Canada) Company for the maintenance of the Eaton UPS systems under NOI 20-049.
Eaton Industries (Canada) Company has been performing the maintenance and repair services since the units were installed in 2004/2005 for UPS A and 2010 for UPS B.
UPS A is a battery-based system whereas UPS B is a flywheel-based system. Both systems support the IT data centre and the Mobility management centres with clean uninterrupted power. These systems are also in place to provide continuous power to these areas during utility power loss events.
If these UPS systems are not maintained regularly, they are at higher risk of failure. The impact to the corporation from such a failure will be significant, as the IT and Mobility services dependent on these UPS systems will not be operational.
Continued investment is required to ensure functionality of the Eaton UPS infrastructure to meet current and future needs of The City of Calgary.
Scope of Services and / or Goods:
- Three (3) quarterly minor preventative maintenance service on the batteries of UPS A and flywheel of UPS B.
- One (1) annual major preventative maintenance service done on all the UPS system components of A and B.
- 24/7 on-call repair service with a 4hrs response time.
