Description

The City of Calgary (The City) requires a qualified architect or landscape architect team to act as the prime consultant to advance the concept plan for Kingsland Park through all future design and construction phases. The team will be responsible for coordinating all required subconsultants and disciplines throughout design, procurement, regulatory approvals, construction, and post-construction phases. The team will be responsible for assigning a Coordinating Responsible Professional (CRP) for the building component of this project. Kingsland Park is a 7.5 acre conversion of a former school to a large neighbourhood park. The park is located in the heart of Kingsland surrounded by multifamily and single-family residential developments with road frontage on the west and south. There is an existing parking lot, soccer field and established trees on site which were spared from the recent demolition of the school building and removal of two playgrounds. Approximately 50 bricks were salvaged from the school demolition and available to be incorporated into the new park design. The gentle grading and minimal encumbrance to the site avails itself to a breadth of park and recreation amenities. Completed Concept Plan/Master Plan In 2024, the City built a temporary “pop-up” park in Kingsland Park, creating new spaces to play, socialize, relax, and gather in the community. In-person and online feedback was gathered during this period and formed the 2024 and 2026 What We Heard Reports. Of the two concept plans presented to the public for feedback, one landscape concept was selected as the preferred option to be carried forward into the next design phase, as outlined in the Kingsland Park Masterplan Report. This Masterplan report is intended to guide the subsequent planning, design, procurement, construction and post construction phases that form the scope of this RFP. It is expected that the team will validate, refine and implement the designs and concepts from the Kingsland Park Masterplan Report. The proposed amenities include but are not limited to: • Artificial turf with bleachers and lighting • Full parking lot replacement • Basic washroom facilities and shelter • Accessible playground • Accessible pathway connections • Hardscape zones (four seasons) • Site furnishing • Increased tree canopy • Shrub planting • On-site stormwater management The Kingsland Park project anticipates the following phases: • Phase 1 – Pre-design; • Phase 2 - Schematic Design (SD); • Phase 3 - Design Development (DD); • Phase 4 - Contract Documentation (CD); • Phase 5 - Procurement Services Assistance; • Phase 6 - Construction Administration (CA) Services; and • Phase 7 - Post Construction Services. To be considered for this project, the Consultant must be registered with the Alberta Association of Architects or Alberta Association of Landscape Architects prior to award. Unless otherwise stated in the Agreement Letter, the award under this RFP will be for all Phases of the Requirements, subject to approval by The City after each Phase. Additional Requirements: To be considered for this project, proponents must either: a. Proof of current professional liability (errors and omissions) coverage as referenced in Schedule 2-A to Appendix 1, Section 1, or b. Provide a letter from their insurance firm confirming their ability to obtain this coverage for the project.
