Assignment Title: Climate-Smart and Nature-Positive Urban Development Masterplan

The Government of Indonesia had received financing from the World Bank toward the cost of the Global Environmental Facility Indonesia Sustainable Cities Impact Project (SCIP) and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include: (a) Diagnostic and City Positioning Study: baseline and positioning analysis, visioning and target setting, technical readiness assessment; (b) Urban Spatial-System Dynamics Model Definition and Development: template model development, detailed model development for Bitung; (c) Scenario Development, Simulation and Best-Fit Scenario: scenario construction, best-fit scenario selection, best-fit scenario feedback into spatial-system dynamics; (d) The Preparation of Integrated Urban Development Masterplan: citywide spatial development framework (macro scale), area-based development plan (meso scale), site-level investment and implementation packages (micro scale), masterplan replicability guide; (e) Interactive Urban Scenario Planning Platform: platform functionality, scenario visualization and analytics; modular urban spatial-system dynamics model replicability package; hosting, deployment and capacity transfer. The Services are expected to start in October 2026 and be performed during a period of 8 months. The total estimated level of effort is approximately at 88 technical/professional staff months. The Directorate of Spatial Planning, Urban Affairs, Land Affairs and Disaster Management at the Ministry of National Development Planning/National Development Planning Agency (BAPPENAS) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide comprehensive information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested Consultants must provide sufficient description of similar assignments (including location/ country, name of the Employer/ Client, type of services provided, period of contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, and so forth. The shortlisting criteria are:

  • At least 1 (one) completed working contract in the field of consulting services within last 3 (three) years, either with  government or private sector, including subcontracting experience.
  • Similar work based on the type of work, job complexity, methodology, technology, or other characteristics that can describe similarities, at least 1 (one) job within the last 3 (three) years both in government and private environments, including proven subcontracting experience with proof of contract/reference from the user accompanied by the amount of the contract
  • Prior experience working with internationally funded projects or multilateral development organization, including but not limited to World Bank, GEF, ADB, or comparable multilateral fameworks preferred.
  • At least 1 (one) project of experience in providing consulting services related to sustainable urban development/ masterplan development/ spatial planning development at the national or subnational level in the last 5 (five) years

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms as a joint venture or a sub-consultant to enhance their qualifications. In the case of an association, the EOI must explicitly specify whether it is a Joint Venture (all members shall be jointly and severally liable for the entire assignment) or Sub-consultancy. In the case of a joint venture, the member firm appointed to represent it must be clearly identified. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Only the qualifications and experience of members of the joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process.

 

A Consultant will be selected in accordance with the Consultant’s Qualifications Selection (CQS) method set out in the Procurement Regulations.
