• INSTRUCTIONS:

a. The submitted offer must contain the following data: Exact address, RTN, telephone number, contact person's name, delivery time, product brands and warranty, duly signed and sealed; furthermore, consider only the specifications and quantities described herein, indicating the unit and total price for each item, and where applicable, sales tax. Otherwise, your offer will be disqualified.

b. The Ministry of Security will execute the purchase and contracting based on the available budget and, where applicable, will make the necessary adjustments to avoid committing resources that are not available.

c. The financing of the purchase requires credit authorization in favor of the Institution, with a maximum validity of 45 calendar days, counted from the submission of complete documents for payment processing (Invoice, updated SAR Tax Solvency Certificate, Acceptance Certificates).

• SUBMISSION OF QUOTATIONS:

Offers must be submitted in a sealed envelope no later than Wednesday, May 24, 2023, at 10:00 AM, at the premises of the Procurement Management Unit, located at the Ministry of Security, Sub-Management of Material Resources building, El Ocotal village, road to Mateo, 100 meters before Campo de Parada Marte, Comayagüela, Francisco Morazán.

• PREPARATION OF QUOTATIONS:

a. The supplier must consider the quantities, measurements, and presentation of the requested products and/or services; otherwise, their offer will be disqualified.

b. The supplier must indicate in the quotation the timeframe for delivery. Failure to meet delivery deadlines will result in a 0.36% penalty for each day of delay, without prior notification; this is in accordance with Article 84 of the General Budgetary Provisions for 2023.

c. The quotation must be valid for at least 30 calendar days.

d. Quotations must be presented considering only two (2) decimal places.

e. Attach the SAR-issued Tax Solvency Certificate; If the supplier to whom the purchase is awarded does not present it, they will have 3 business days to submit it, otherwise the process will be awarded to the supplier with the second most advantageous offer, in accordance with Article 32 of the General Budgetary Provisions.

f. Attach the SIAFI BENEFICIARY certificate to the documentation to be submitted, as this will be the ONLY method for payment, otherwise your offer will be disqualified.

a) Place of Product Delivery: ITP Facilities, Barrio San Miguel Comayagua, Comayagua.

b) The quotation must include a detailed description of the goods and services to be supplied (brands, scope, etc.). In the case of pharmaceutical products, the expiration date must be two years or more.

c) Delivery Method: Single Lot (one single delivery) MAXIMUM 03 BUSINESS DAYS AFTER RECEIPT OF THE PURCHASE ORDER. OTHERWISE, YOUR OFFER WILL BE DISQUALIFIED AND AWARDED TO THE SECOND MOST ADVANTAGEOUS OFFER. IF IT IS FOR DELIVERY OF SUPPLIES.
