Coburg - 02S2 - Framework Agreement - PV systems on roofs of municipal properties and supply of PV electricity

For reasons of climate and environmental protection, as well as to mitigate the consequences of climate change, the City of Coburg wishes to accelerate the expansion of photovoltaic systems (hereinafter: PV systems) in the city area. The goal is to equip all directly suitable properties with PV systems. Therefore, the city plans to make municipal properties or their associated roof areas available for the construction and operation of PV systems. For this purpose, the city will provide the authorized user with the roof areas on its buildings required for the construction of the PV systems, as well as necessary ancillary facilities. To achieve the intended expansion goals, it is necessary for the authorized user to actually erect the PV systems promptly and operate them permanently. The electricity generated in the PV systems should generally be supplied to the city within the respective property (so-called Onsite PPA), and the excess electricity, which exceeds the simultaneous electricity demand of the respective property, should be fed into the general supply grid by the authorized user; the manner in which the authorized user markets or supplies the fed-in (surplus) electricity is at their discretion.
