  1. Background: Ministry of Livestock and Fisheries (MLF) has received funding from the World Bank towards the cost of implementing the 5-years South Sudan Resilient Livestock Sector Project (RLSP) and intends to apply part of the proceeds for consulting services. The project development objective is to enhance animal health, improve range-land management, and strengthen resilience of livestock production in selected project areas. The project will directly benefit 166,000 households in the targeted eight (8) Counties in the following five (5) States, namely: Jonglei, Warrap, Upper Nile, Central Equatoria and Western Equatoria. The project aims to lay the foundation for a climate-resilient, competitive, and gender sensitive productive livestock sector in South Sudan to enable socioeconomic and inclusive growth. The main components of the project are; (i) strengthening animal health and welfare systems, (ii) sustainable and integrated rangeland development and management for livestock production, with focus on feed and water management, (iii) technical assistance, institutional strengthening, and project management, coordination, monitoring, and communication.
  1. Objective: The consulting services (“the Services”) is for Communications Specialist who will work within the Ministry’s PCU and be responsible for preparing and implementation of the project communication and stakeholders’ management strategy. The objective of the assignment is to develop and implement communication and visibility strategies as well as disseminating information about the project. The postholder will also formulate proper sustainable communication management system that enhances effective coordination among program stakeholders with view to attain the project development objective. The incumbent is expected to work in synergy with other Donor funded projects being coordinated through PCU under MLF.
  1. Key Responsibilities: These include but are not limited to the following:
  • Develop and implement a communication strategy for the implementation of the project in consultation with the client. The Strategy should be specific to project and consider, inter alia: (i) the different target groups; (ii) the specific key messages to be conveyed to each of these groups regarding the aspects of the project that concern them, and the expected behavior; and (iii) the appropriate channels to reach them.
  • Contribute to the development and transfer of appropriate knowledge, training, methodologies, information, and technology.
  • Contribute to the dissemination of the project results and achievements.
  • Contribute to operational communication to ensure that project beneficiaries understand that the project is a government effort to explicitly address their concerns and not that of the UN implementing partners; Identify appropriate means of media and languages for dissemination of the Program information, plan, process, objective, resources, output, outcome, and result.
  • Identify effective channels for dissemination of all information products to relevant target audience’s or stakeholders and supervises distribution.
  • Identifies and develops storylines for publications and draft substantive articles contributing to debates or discussions on key development issues related to each project and promote Government visibility to the public through regular, synthesized communication publications via local media in contributing to national development initiatives.
  • Ensure that the incumbent has contact with national, regional, and international media operating in each project area.
  • Operationalize the MLF’s Website to be developed to increase the visibility of the ministry and its programs at the national and regional levels featuring the results of the project.
  1.   1. Qualifications and Experience: The consultant must meet the minimum qualification and selection criteria indicated below:

  • Master’s degree in Communication, English Language, Journalism, Mass Media, Public Relation, or any other relevant field.
  • Strong Written and Oral communication skills in English Language.
  • Strong written and oral Arabic Language is an added advantage.
  1. Experience
  • At least 6 years’ experience in communication with donors funded projects and in communication for development using mass media.
  • Communication, English Language, Journalism, Mass Media, Public Relation, or any other relevant field with a combination of three (3) additional years of relevant professional experience in data collection and management may be accepted in lieu of the advance university degree.
  • Experience in post- conflict or conflict situations is required.
  • Mastery of Computer software skills required in all the Microsoft, Word programs and publication software.
  • Experience with MIS management and software is desired.
  • Demonstrated interpersonal and negotiation skills including diplomacy and tact.

  • Ability to communicate effectively with persons of various cultures and disciplines.

  1. Selection Criteria: The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and revised 7th Edition of September 2025 which can be found at the following website: www.worldbank.org/procurement. Individual Consultant Selection (ICS) method will be used, and the first step shall be shortlisting based on the above qualification and experience requirements. This will then be followed by oral interviews for the shortlisted candidates and will be assessed using scored criteria as: (i) Qualification – 20%, (ii) Specific experience – 50%, and (iii) Desirable skills – 30%.
  1. Duration of the Assignment: The initial duration of the consultancy services is Twenty-four (24) months and shall be subject to renewal annually based on the performance and availability of funds.
  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

  1. The Ministry of Livestock and Fisheries (MLF) now invites eligible Consultants to indicate their interests in providing the Services. Interested Consultants should provide information, as stipulated in the ToR, demonstrating their qualifications and relevant experience to perform the Services.
