The World Bank is supporting the Government of the People's Republic of Bangladesh through an IDA Credit for the Bangladesh Enhancing Investments and Benefits for Early Years (BEIBEY) Project to advance its vision for early childhood development. Information for the applicant

Brief Description of the Assignment:

The objective of the assignment is to review the existing communication strategy and develop a comprehensive, evidence-based communication strategy to provide support for reviewing and developing/upgrading the communication strategy of Mother and Child Benefit Programme (MCBP) including development and/or modification of publicity tools and materials, strengthen outreach and awareness about MCBP.

Scope of Services includes • conduct a need assessment of existing public outreach activities, methods and materials used by MCBP • develop nationwide programme publicity and awareness strategy with a detailed village/ward level implementation plan including a timeline for periodic delivery of the publicity and awareness campaign • design and produce necessary publicity materials for print, electronic, social media and others • pre-test and modify materials • Development of monitoring and evaluation framework • Capacity building, conduct training on communication strategy, implementation plans, materials and tools and knowledge transfer.

Experience, Resource and delivery Capacity:

(a) General Experience: • Minimum 10 years of experience in communication strategy, materials and tools review and their development

(b) Specific Experience: • Proven experience in communication strategy review and plan development, communication materials and tools design, development and delivering training on strategy • Experience in behavior change communication (BCC) • Experience working with government and/or development partners • Experience in social, health, nutrition, or early childhood development programs

(c) Technical Capacity: • Strong expertise in strategic communication, research, and media planning • Availability of qualified multidisciplinary team
