  1. The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy and Digital Access Transformation in Sudan and intends to apply part of the proceeds for consulting services.

 

  1. The consulting services (“the Services”) include the Compliance Specialist (Individual Consultant) assignment for a period of two (2) calendar years. The objective of the assignment is to ensure robust sanctions, and compliance oversight for ASCENT Sudan Project, including enhanced KYC (as the case may be) processes and regulatory due diligence on partners / related parties, grants, and activities in alignment with TDB Group policies and the Financing Agreement.

  1. TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications).   The shortlisting criteria are:

 

  1. A Master’s degree in risk management, Law, Economics, Business Administration or related field with relevant professional qualification in ML/CFT and Sanctions as added advantage.

 

  1. A minimum of 8 years of professional experience and proven track record in a Commercial/Development Banking or Financial institution environment in a Compliance function.

 

  1. Robust knowledge of the regulatory environment in the TDB Group’s operating region as it relates to Compliance and Credit Risk Management with excellent knowledge of professional and industry standards.

 

  1. In-depth knowledge of Sudanese laws, business requirements, and regulatory frameworks, including those related to energy, telecommunications, agriculture, and public infrastructure, would be an added advantage.

 

  1. Demonstrated experience in handling legal matters in fragile, conflict-affected, or developing country contexts, with familiarity in international sanctions regimes and AML/CTF standards.

 

  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

  1. A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations:
