Public service concession for the management and operation of passenger rail transport concerning the so-called Parisian Services lines

The public service delegation procedure (service concession) aims, in accordance with Articles L. 1411-1 et seq. of the General Code of Local Authorities (CGCT), the provisions of the Public Procurement Code (in particular Articles L3222-1) and the Transport Code (available on https://www.legifrance.gouv.fr), to select an economic operator in order to award them a public service contract in the form of a concession contract for the management and operation of the public passenger rail transport service relating to the so-called "Parisian Services" lines. The "Parisian Services" lot includes in particular the lines Calais-Amiens-Creil-Paris, Maubeuge/Cambrai-Saint-Quentin-Compiègne-Creil-Paris, Laon-Paris, Beauvais-Paris, Compiègne-Saint-Quentin, Saint-Quentin-Compiègne-Creil-Roissy, Amiens-Creil-Roissy and Creil-Roissy. These lines correspond to an estimated annual traffic volume of 10,900,000 train-kilometers. The concessionaire shall notably ensure the following services: 1- passenger transport, in particular: operation of rail traffic, operation of substitute road traffic, operation of complementary road traffic; management of interfaces with the regional Public Local Company "Gaam Hdf", with the infrastructure manager and the station manager, particularly for the allocation of traffic capacity on the network (siding orders). 2- services related to transport, in particular: management of services necessary for the proper execution of the service which would be entrusted to third parties (station services, for example), services for assisting people with reduced mobility must be provided by the Concessionaire, carrying out services related to the marketing of the service (reception and information of travelers, including in disrupted situations, distribution, validation and control of transport tickets, implementation of the fare policy set by the region, communication and promotion actions, participation in the development of intermodality), measurement, animation and improvement of the effective quality of the service provided, management of prevention measures for safety on trains and in stations, and fight against fraud, carrying out studies and consulting services aimed at improving the offer and the service provided. The concessionaire will be responsible for the management, maintenance and upkeep of the assets used for the service. The concessionaire will be responsible, from the entry into force of the contract, for carrying out all the missions necessary for taking over operations (personnel transfer, handover of assets and inventories, organization of tools, data and services). Regarding the maintenance of rolling stock, it will cover all operations from level 1 to 5, with the exception of mid-life regeneration operations of rolling stock and engine greening operations which would be carried out by the regional Public Local Company "GAAM HDF", park manager on behalf of the Region, and all level 5 operations that may already be underway and which would be specified in the consultation file. The Region will make available to the concessionaire the rolling stock and fixed installations assigned to the public service granted, including maintenance facilities. All assets made available will be specified in the consultation file. The contract includes two options within the meaning of EU law and Article R.3135-1 of the Public Procurement Code. The first option consists of the rail operation and management of the "Saint-Quentin-Compiègne-Creil-Roissy, Amiens-Creil-Roi... line.
