La mission de maîtrise d'oeuvre est établie en application des articles L. 2410-1 et suivants du Code de la commande publique. Le CCTP du marché précise et complète les éléments de missions telles que définies par le Code de la commande publique et précise notamment leurs conditions d'exécution. Le programme prévoit : - La construction de logements individuels familiaux (majoritairement des T4) - La création dans le bâtiment de l'ancienne forge de logements individuels ou intermédiaires (majoritairement des T4) - La construction d'un immeuble collectif et/ou habitat intermédiaire de 16 « logements séniors » (T2 et T3) - L'aménagement de la parcelle pour répondre à l'ensemble des besoins liés au programme, notamment le stationnement, la gestion des eaux pluviales, des ordures ménagères, la sécurisation … Sur le terrain d'environ 4 300 m², 1 200 m² sont bâtis. Pour préserver l'histoire du site, la maitrise d'ouvrage souhaite conserver des bâtiments. Ainsi une partie du programme, ci-dessus, sera réalisée dans l'enveloppe des bâtiments existants (dont l'état nécessite un curage complet pour une nouvelle occupation). Cet objectif répond aussi à l'enjeu fort d'insertion du projet dans le bâti pavillonnaire environnant.
