WHO is seeking for a qualified, eligible and competent company to  Conduct the 2026 Oversight Review of the RAI Regional Malaria Grant in the Greater Mekong Subregion (GMS).The Regional Artemisinin-resistance Initiative (RAI) is a Global Fund-supported malaria elimination program covering five countries in the Greater Mekong Subregion (GMS) of Cambodia, Lao PDR, Myanmar, Thailand, and Viet Nam.

The Regional Steering Committee (RSC) was established in 2013 to provide strategic guidance and oversight for the RAI, working with the Country Coordinating Mechanisms (CCMs).

The RSC Secretariat is administratively hosted in WHO Cambodia.The RSC is seeking a supplier to support its oversight role in 2026 through the delivery of an Oversight Report informed by desk review, data analysis, key informant interviews, and field visits.

These Terms of Reference outline the requirements and expectations.

The review must align with Global Fund guidance on grant oversight, focusing on the “vital signs” of grant performance – key financial, programmatic, and management aspects of the grant and their contribution to regional and national health responses.

This will leverage day-to-day grant monitoring (the responsibility of the Principal Recipient) for high-level verification that the grant is performing according to agreed plans and targets.

The oversight function should support implementers, particularly the Principal Recipient (PR), in identifying and resolving critical implementation bottlenecks, and ensure that resources are used efficiently and effectively to achieve the grant’s objectives.Please use the subject lineWHO Bid Reference 2026/WPRO/KHM/RAI-OVERSIGHT/300037in all email submissions.
