The UTP must continue to function with at least two (2) members. Once the offer evaluation process has begun, it is improper for a member withdrawing from a UTP to be replaced by another member, even if the replacement meets equal or superior characteristics to the withdrawn member.
If any of the members of a UTP withdraws during the evaluation of offers, who had met one or more characteristics subject to the offer evaluation, such circumstance should constitute a cause for declaring the proposal inadmissible.
