1. Gobierno Autónomo Descentralizado Provincial del Guayas ha recibido financiamiento del Banco Mundial para financiar parcialmente el costo de Proyecto Vías Rurales Resilientes P504400 BM, y se propone utilizar parte de los fondos de este para efectuar los pagos estipulados en el Contrato[1] para CONSTRUCCIÓN DEL PUENTE SOBRE EL RÍO EVIA Y EL RÍO LAS FLORES, EN EL CANTÓN EL TRIUNFO DE LA PROVINCIA DEL GUAYAS.
2. El Gobierno Autónomo Descentralizado Provincial del Guayas invita a los Licitantes elegibles a presentar Ofertas en sobres cerrados para CONSTRUCCIÓN DEL PUENTE SOBRE EL RÍO EVIA Y EL RÍO LAS FLORES, EN EL CANTÓN EL TRIUNFO DE LA PROVINCIA DEL GUAYAS, obra que contribuirá a garantizar la conectividad vial permanente, segura y resiliente de la vía San Joaquín – San Luis, así como a mejorar la movilidad rural y las condiciones socioeconómicas de los habitantes del sector.
3. La Licitación se llevará a cabo mediante adquisiciones competitivas nacionales utilizando el método de Solicitud de Ofertas (SDO), conforme a lo previsto en las Regulaciones de Adquisiciones para Prestatarios en Proyectos de Inversión del Banco Mundial, Séptima Edición, septiembre 2025 de las “Regulaciones de Adquisiciones”), y se encuentra abierta a todos los Licitantes elegibles, como se los define en las Regulaciones de Adquisiciones en la SECCIÓN VI. “Métodos De Selección Aprobados:
Bienes, Obras Y Servicios De No Consultoría” en su numeral 6.28 “Una Etapa, Un Sobre”.

5. Los Licitantes podrán formular solicitudes de aclaración hasta el 16 de septiembre de 2026, las cuales deberán remitirse exclusivamente por correo electrónico a la siguiente dirección: adquisiciones.bm@guayas.gob.ec
6. Se celebrará una reunión de información para posibles aclaraciones previo a la presentación de ofertas. 7. Las ofertas deberán hacerse llegar en sobre cerrado a la dirección indicada abajo, hasta las 14h00 del 14 de octubre de 2026. Las ofertas electrónicas no serán permitidas. Las ofertas que se reciban fuera de plazo serán rechazadas. Las ofertas se abrirán una (01) hora después del cierre de presentación de ofertas en presencia de los representantes de los licitantes que deseen asistir en persona en la dirección indicada al final de este llamado.
